The solicitation (FA441825Q0029) requires a contractor to perform detailed inspections and cleaning of kitchen exhaust systems across 30 different facilities, following NFPA 96 standards and maintaining strict health and safety compliance. Evaluation will be conducted using a best-value trade-off method, with past performance significantly more important than price, and contractors will be rated on confidence levels based on the relevance and quality of previous work. Key dates include a mandatory site visit on 22 May 2025, with registration required by 19 May 2025, questions due by 26 May 2025, and quotes to be submitted electronically by 12 June 2025 at 1130 EST. Contractors must provide detailed documentation including checklists, before-and-after photos, grease measurements, and airflow assessments.
The solicitation is a 100% small business set-aside under NAICS code 561790 with a $9 million size standard, targeting a firm fixed-price contract for a base period from 1 October 2025 to 30 September 2026 with four potential one-year option periods through 30 September 2030. The contract covers inspection and cleaning services for diverse facilities including dining facilities, youth centers, bowling alleys, and chapels, with hood sizes ranging from 20" x 120" to 108" x 244". Performance requirements include 100% compliance with safety standards, no more than one customer complaint per month, and 98% on-time completion of scheduled inspections and cleanings. The place of performance is Joint Base Charleston in North Charleston, South Carolina, encompassing both the Naval Weapons Station and Air Base locations.
