This is an unrestricted procurement (no set-aside).
Place of performance is Princeton, New Jersey. The subcontractor will provide periodic inspections on annual frequency for approximately 60 cranes, hoists, monorails, jibs, underhung hoists, and gantries ranging from 0.25 to 110 tons capacity, plus remedial and routine maintenance on a per-call basis during peak workload periods and large repair projects. Familiarity with and qualification in maintenance of Catron/Electromotive radio remote controls and Variable Frequency Drives retrofitted on several large cranes is mandatory. Subcontractor membership in the Crane Manufacturers Association of America is regarded as highly desirable. All work must comply with OSHA 29 CFR 1910 and 1926, ASME B30 series standards, AWS D14.1 welding standards, and NFPA electrical codes. Materials must be OEM or OEM-approved. All equipment modifications require manufacturer and PPPL written authorization. A six-month warranty applies to materials and workmanship.

The contract runs for a three-year base period from November 1, 2026 through September 30, 2028, with PPPL holding unilateral options to extend for up to two consecutive twelve-month periods through September 30, 2031.
Compensation is structured through fully burdened hourly labor rates for Machinery Maintenance Mechanic and Heavy Equipment Operator, with separate straight time and overtime rates established per Service Contract Act Wage Determination 2015-4193 (Revision 34, August 12, 2026) for Middlesex County, New Jersey. Materials and lower-tiered subcontractor costs are reimbursed at actual cost for Time and Materials orders. PPPL does not guarantee minimum work volume and reserves the right to use other sources. Award will be made using Lowest Priced Technically Acceptable evaluation. Minimum qualifications require successful completion of at least two similar overhead crane maintenance projects within the past ten years on budget, on schedule, and with no safety or environmental violations, supported by a Quality Assurance Manual, past project list, and key personnel resumes. Questions are due October 13 by 4:00 PM Eastern Time.

Unless specified and agreed to otherwise in writing, PPPL requires that the work be performed in accordance with the manufacturer specifications and procedures. After any maintenance is performed, a complete thorough check of equipment function shall be performed including all safety features and interlocks as described by the manufacturer.
