Construction wage rate requirements apply, including weekly certified payroll reports.

Evaluation proceeds sequentially through responsiveness, technical capability across four factors, responsibility under FAR Subpart 9.1, and price reasonableness. Award goes to the lowest-priced qualified and responsible offeror for the Base Scope, and PPPL intends to evaluate without discussions. The procurement is coded NAICS 238160 (Roofing Contractors), with a $45.0 million small business size standard, and PSC Y1EZ.
