About this opportunity
The U.S. Department of State, specifically the Embassy in Bosnia and Herzegovina, is seeking health insurance services for its Locally Employed Staff (LES) and their eligible dependents. The solicitation is for a fixed-price contract with economic price adjustment, featuring a base year and four potential one-year option periods. Contractors must be registered in the System for Award Management (SAM) and comply with specific requirements, including maintaining medical liability insurance and adhering to the James Zadroga 9/11 Act's 2% tax on foreign contractors. The evaluation will be based on a lowest-priced technically acceptable approach, with proposals first assessed for technical compliance before price consideration. Key dates include a proposal submission deadline of March 21, 2025, with questions accepted until February 27, 2025, and a pre-proposal conference held on February 24, 2025.
The solicitation does not include any specific set-aside designations and covers approximately 437 employees across three insurance categories: self-only, self plus one, and family plans. The current incumbent is Mutuelle Generale De L'education Nationale, with the existing contract valued at approximately $6,403,300.22 for its current term. The contract requires 100% coverage for hospitalization and emergency services, with minimum 80% coverage for most outpatient services, and a maximum annual reimbursement of EUR 73,200 per covered individual. Performance will take place at the U.S. Embassy located in Sarajevo, Bosnia and Herzegovina, with coverage extending globally. Locally Employed Staff will contribute 10% of premium costs, while riders and excess coverage participants will be responsible for 100% of their premiums.
