About this opportunity
The National Cemetery Administration (NCA), a component of the Department of Veterans Affairs, is soliciting hazardous waste removal and tote services for Riverside National Cemetery in California. The contractor must provide all labor, equipment, tools, materials, transportation, and supervision necessary to safely collect, transport, replace, and dispose of hazardous and regulated waste generated at the cemetery. Key contract requirements include SDVOSB certification by the Small Business Administration, compliance with EPA, state, and federal regulations, and proper documentation of waste characterization and disposal. The Government will award a firm-fixed-price contract to the responsible offeror offering the lowest price, provided the offer is fair and reasonable and technically acceptable. Technical evaluation factors include the contractor's regulatory compliance plan, transporter authorization, waste handling procedures, and documentation processes, with offerors failing to meet technical acceptability criteria rendered ineligible for award. The original proposal deadline was January 22, 2026, but Amendment 0002, effective January 20, 2026, extended the response due date to January 27, 2026, at 1:00 PM Pacific Time. No further questions will be accepted after this amendment.
This solicitation is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 562112 (Hazardous Waste Collection) with a $47 million size standard. The contract is a firm-fixed-price award with a base year and four 12-month option years, running from February 2, 2026, through January 4, 2031. Semi-annual services include removal and replacement of waste storage totes (including 330-gallon steel IBC UN/DOT pallet totes), pump-out of approximately 1,500 gallons of wastewater semi-annually, and disposal of waste streams such as used motor oil, antifreeze/coolant, aerosol cans, oil filters, oil absorbent pads, oily sweep debris, and fluorescent light tubes. Collections occur in two annual mobilizations during January and July, with onsite service typically requiring 2-4 hours per cycle. The place of performance is located at 22495 Van Buren Boulevard, Riverside, CA 92518. No incumbent contractor or award value has been identified in the available documentation.
