About this opportunity
The Defense Logistics Agency is seeking a Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract for hazardous waste removal and disposal services across multiple U.S. Department of Defense installations in Italy. The contract will cover the removal, transportation, treatment, recycling, and disposal of hazardous and non-hazardous wastes generated at facilities in Aviano, Livorno, Vicenza, Naples, Gaeta, Sigonella, and Augusta Bay. Interested firms must submit a brief three-page capabilities statement demonstrating their ability to perform the requested services, including company profile, number of employees, office locations, and relevant experience within the last five years. The submission deadline is 5:00 p.m. EST on January 27, 2025, with electronic submissions accepted via email to Melissa.herrick@dla.mil. Evaluation will focus on the company's capability to handle complex waste management operations across multiple military installations in Italy.
The contract is currently not set aside for any specific business category, though the government will review industry responses to determine if a set-aside might be appropriate. The North American Industry Classification Standard (NAICS) code is 562211 with a size standard of $41.5M, and the contract is anticipated to have a duration of one 30-month base period with an additional 30-month option period. The scope of work includes various environmental and waste management services beyond core waste disposal, such as sampling, analytical services, equipment rental, and industrial cleaning. While specific award values are not disclosed, the contract will cover waste removal from 23 specific pickup locations across U.S. military facilities in Italy. Notably, the contract explicitly excludes certain high-risk waste types including infectious medical wastes, controlled pharmaceutical wastes, radioactive wastes, and Materials Potentially Presenting an Explosive Hazard (MPPEH).
Notice text
A sources sought is a market research tool being used to determine availability and adequacy of potential business sources prior to determining the method of acquisition. The intent of this sources sought synopsis is to identify businesses for a Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract. This contract is referred to as the Italy Hazardous Waste Disposal Contract. Contractor work under this contract will consist primarily of the removal, transportation, treatment, recycling, and disposal of hazardous and non-hazardous wastes. Hazardous Waste (HW) is generated at United States (U.S.) Department of Defense (DoD) installations located in Aviano, Livorno, Vicenza, Naples, Gaeta, Sigonella, and Augusta Bay in the Host Nation (HN) of Italy. The U.S. Government (USG) may order various additional services in accordance with (IAW) this contract including but not limited to the provision of supplies, sampling and analytical services, equipment rental services, overpacking/loose-packing services, lab packing services, industrial cleaning services, removal of appliances containing ozone depleting substances (ODS), and other services supporting environmental and waste management programs and activities. Infectious or biohazardous medical wastes, controlled pharmaceutical wastes, radioactive wastes, and Materials Potentially Presenting an Explosive Hazard (MPPEH) will not be turned in for removal under this contract.
Pickup point locations for waste removals and other required services are identified in (Attachment 3) of the contract.
Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition is in the Government's best interest. The Government intends to solicit and award a Firm-Fixed Priced IDIQ Services Contract.
