About this opportunity
Treasury Common Services Center (TCSC) is procuring hazardous waste removal and disposal services for the Alcohol and Tobacco Tax and Trade Bureau (TTB) Laboratory in Beltsville, Maryland, with proposals due August 14, 2026. This is an unrestricted procurement under NAICS 562112. An incumbent contractor exists under contract 20341421P00038.
Performance spans a 12-month base period (September 30, 2026–September 29, 2027) plus four optional 12-month renewal periods through September 29, 2031. Place of performance is Beltsville, Maryland. The contractor must be located within 150 miles of the facility and maintain valid EPA, DOT, and DEA certifications. Required experience includes five years of laboratory waste management with profiling, packaging, labeling, removal, and disposal capability; three customer references within the past three years; and ability to deliver waste to EPA-approved Treatment, Storage, and Disposal facilities. The laboratory generates multiple hazardous waste streams including flammable waste, tobacco waste containing cyanide, borosilicate tubes, HPLC waste, used oil, sharps, universal waste, and DEA-controlled substance waste (cannabis and cannabis-related compounds). Historical annual spending has not exceeded $25,000.
Performance requirements include initial pickup within two weeks of award, routine pickups every 90 days, chemical pickups within 21 business days, and emergency response within 24 hours. The contractor must provide same-day profiling and labeling, an online portal for EPA Biennial Report completion, and waste minimization guidance.
Award will be made on a best-value basis to a single offeror. Evaluation criteria weight technical capability, corporate experience, and past performance equally against price, permitting award to higher-priced offerors if technical merit justifies the difference. Additional discounts are requested. Service Contract Act prevailing wage rates apply. Questions were due August 5; Amendment 0001 extended the proposal deadline to August 14 at 12:00 PM EST and issued an amended Performance Work Statement with a Performance Requirements Summary. Amendment 0002 (posted August 13) provided a Questions and Answers document.
