Amended Attachment 1 – Performance Work Statement
Removal of Hazardous Waste and Expired Chemicals from SSD:
Performance Work Statement
Background The Scientific Services Division (SSD) provides technical support to the Alcohol and Tobacco Tax and Trade Bureau’s (TTB) mission of revenue collection and consumer protection. SSD uses a variety of chemicals to perform mission-critical analyses on sample submissions that provide authoritative scientific data to support TTB regulatory actions. As a result, the laboratory generates hazardous waste that it must manage subject to the U.S. Environmental Protection Agency (40 CFR 260-273) and the State of Maryland (COMAR 26.13.03) regulations. Per 42 U.S.C. § 6961, federal agencies must comply with all Federal, State, interstate, and local hazardous waste management requirements.
As a Federally Large Quantity Generator and Maryland Fully Regulated Generator, SSD handles some administrative requirements of the “cradle-to-grave” hazardous waste management. However, SSD is prohibited from treating and disposing of hazardous waste as well as storing hazardous waste beyond 90 calendar days.
Historically, TTB has not exceeded $25K per year for these services.
In 2024-2025, waste generated included:
- 8 x 55 gallon drums containing >24% alcohol waste with organic solvents and <10% chlorinated waste
- 2 x 20 gallon drums containing alcohol/acetone waste
- 9 x 15 gallon drums containing >24% alcohol waste in 20 mL tubes
- 10 x 55 gallon drums > 24% alcohol flavor wastes (lab pack)
- 3 x 15 gallon drums containing > 24% alcohol flavor waste (free liquid)
- 5 x 15 gallon drums containing acidic waste
- 2 x 20 gallon drums of 50% sodium hydroxide waste
- 1 x 33 gallon drums containing acidic aqueous and organic non-chlorinated waste
- 2 x 5 gallon pails of chlorinated aqueous and organic solutions
- 8 x 5 gallon pails containing GC and LC vials
- 8 x 5 gallon pails of basic aqueous and organic non-chlorinated waste
- 1 x 20 gallon pail of basic aqueous and organic non-chlorinated waste
- 1 x 1 gallon pail of KCN Sample prep waste
- 1 x 5 gallon drum of aqueous waste containing water, ethanol, lithium hydroxide and sodium cyanide
- 3 x 15 gallon drums of aqueous waste containing water, ethanol, lithium hydroxide and sodium cyanide
- 1 x 2.5 gallon bottle of tobacco alkaloid waste
- 3 x 3 gallon pails of used oil waste
- 1 x 5 gallon pail of pesticide standard/solvent waste
- 2 x 5 gallon pail
- 2 UV Lamps
- 1 lead acid battery
- 2 x Wine Scan Waste (pH = 12)
- 3 EAS Reductors
The period of performance must begin no later than September 30, 2026.
