About this file

This document is a Performance Work Statement (PWS) for the removal and disposal of hazardous waste and expired chemicals from the Scientific Services Division (SSD) laboratory located at 6000 Ammendale Road, Beltsville, Maryland 20705.

The SSD, which supports the Alcohol and Tobacco Tax and Trade Bureau's (TTB) mission, generates hazardous waste from mission-critical laboratory analyses and must comply with EPA (40 CFR 260-273) and Maryland (COMAR 26.13.03) regulations. As a Federally Large Quantity Generator and Maryland Fully Regulated Generator, SSD cannot treat, dispose of, or store hazardous waste beyond 90 calendar days. The contract period of performance begins no later than September 30, 2026, with a one-year base period (09/30/2026-09/29/2027) followed by four optional years extending through 09/29/2031. The contractor must develop and execute plans to package, remove, and dispose of hazardous spent waste streams (including flammable waste, flavor waste, tobacco waste, glass vials, HPLC waste, ICPMS waste, beverage alcohol waste, sharps waste, universal waste, and DEA controlled substance waste) and expired chemicals (including acids, bases, organic solvents, chlorinated solvents, pesticide standards, trace metals, tobacco compounds, potassium cyanide, cannabis compounds, and mercury-containing equipment).

Contractor requirements include: five years of experience with laboratory waste profiling, packaging, labeling, removal, and disposal; three valid customer references no more than three years old; valid EPA identification number and permits per 40 CFR Parts 124 and 262-270; DOT certifications per 49 CFR Parts 172-178; DEA approval per 21 CFR Parts 1300-1321; service location within 150 miles of the Beltsville facility; and ability to deliver waste to valid EPA Treatment, Storage, and Disposal facilities (TSDF). Deliverables include a detailed cost estimate (covering removal and disposal, materials fees, labor fees, travel fees, emergency pickup services, and emergency response/cleanup services), a same-day service plan for profiling and packaging, proper DOT/EPA packaging and labeling, compliant transportation with detailed manifests, and provision of signed manifests post-treatment/disposal. The contractor must also provide an online portal for EPA Biennial Report completion and offer waste minimization guidance. Subcontracting is permitted under FAR 19.7 limitations, and travel costs are not reimbursable.

Removal of Hazardous Waste and Expired Chemicals from SSD:

Performance Work Statement

Background The Scientific Services Division (SSD) provides technical support to the Alcohol and Tobacco Tax and Trade Bureau’s (TTB) mission of revenue collection and consumer protection. SSD uses a variety of chemicals to perform mission-critical analyses on sample submissions that provide authoritative scientific data to support TTB regulatory actions. As a result, the laboratory generates hazardous waste that it must manage subject to the U.S. Environmental Protection Agency (40 CFR 260-273) and the State of Maryland (COMAR 26.13.03) regulations. Per 42 U.S.C. § 6961, federal agencies must comply with all Federal, State, interstate, and local hazardous waste management requirements.

As a Federally Large Quantity Generator and Maryland Fully Regulated Generator, SSD handles some administrative requirements of the “cradle-to-grave” hazardous waste management. However, SSD is prohibited from treating and disposing of hazardous waste as well as storing hazardous waste beyond 90 calendar days.

The period of performance must begin no later than September 30, 2026.

Period of Performance Dates:

Base Year: 09/30/2026-09/29/2027

Option Year 1: 09/30/2027-09/29/2028

Option Year 2: 09/30/2028-09/29/2029

Option Year 3: 09/30/2029-09/29/2030

Option Year 4: 09/30/2030-09/29/2031

Laboratory Location: 6000 Ammendale Road Beltsville, MD 20705

The contractor must obtain and maintain all necessary permits and have the knowledge and resources to provide timely removal of waste from the premises and ensure proper disposal of the hazardous waste in compliance with Federal and State hazardous waste regulations (see 42 U.S.C. § 6961).

Attachment 1 - Performance Work Statement (PWS)

Statement of Work The contract awardee is expected to deliver the following services:

1. To develop a plan to package, remove, and dispose of hazardous spent waste from laboratory processes and expired chemicals. The laboratory will provide a list of generated waste to the contractor prior an on-site to visit. Waste streams generated by the Scientific Services Division include but are not limited to the following:

a. Flammable waste containing >24% alcohol by volume beverage alcohol samples and solvents including acetone, acetonitrile and less than 10% of methylene chloride

b. Flavor waste containing ethanol, acetone, and other flavoring compounds.

c. Tobacco waste containing nicotine, chlorogenic acids, acetonitrile, acetone, cyanide, nicotine alkaloids, and potassium cyanide.

d. Borosilicate culture tubes, GC and LC vials (2 to 20 mL) containing ethanol, methanol, methylene chloride, ethyl acetate, acetonitrile, pesticides, tobacco, dyes, and other compounds.

e. HPLC waste containing acetonitrile, methanol, ethanol, formic acid, tobacco, and alcoholic beverages.

f. ICPMS and Flame AA waste containing nitric acid, trace metals, tobacco, and beverage alcohol samples.

g. Beverage alcohol waste containing trace level pesticide residues

h. Other waste generated by wet lab techniques such as titrations and flow analyzers.

i. Used oil waste from instruments

j. Sharps waste (including instrument syringes and razor blades; may include bodily fluids such as blood)

k. Universal waste including bulbs/lamps from instruments

l. DEA controlled substance waste containing cannabis and cannabis-related compounds

2. To develop a plan to package, remove, and dispose of expired chemicals. The laboratory will supply a list of proposed expired chemicals to the contractor prior to an on-site visit. Listed below are examples of chemicals that may need disposal:
