About this opportunity
The National Oceanic and Atmospheric Administration seeks comprehensive hazardous waste characterization, lab-packing, packaging, labeling, manifesting, transportation, and final disposal services at two National Marine Fisheries Service laboratory facilities—Milford, Connecticut and Highlands, New Jersey—with quotes due July 23, 2026 at 9:00 AM EST. This procurement is set aside 100% for small businesses, specifically Women-Owned Small Businesses (WOSBs).
Place of performance includes the NMFS Milford Laboratory (212 Rogers Avenue, Milford, CT 06460) under CLIN 0001 with a 90-day performance period, and the James J. Howard Marine Sciences Laboratory (78 Magruder Road, Highlands, NJ 07732) under CLIN 0002 with a 45-day performance period. Work encompasses hazardous, non-hazardous, bio-hazardous, universal waste, and used oil, and must comply with RCRA, OSHA, EPA, and DOT regulations during normal business hours (8:00 AM to 4:30 PM, Monday through Friday).
Technical acceptability requires active SAM.gov registration under NAICS 562112 or 562211, capability to execute hazard categorization field testing and final TSDF removal within required timelines, and current hazardous waste transport insurance. The NAICS code is 562112 (Hazardous Waste Collection); PSC is F999 (Other Environmental Services).
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to a single small business quoter as a firm-fixed-price purchase order. Deliverables include proof of insurance and training certifications with the bid, project work schedules within five work days of award, safety data sheets within ten calendar days, pre-pickup operational plans, executed waste manifests before vehicle departure, destination manifest copies within 30 days of TSDF arrival, certificates of destruction within 30 days of waste removal, and comprehensive waste data reports upon request.
Amendment 0001 (posted July 6) extended the due date from July 13 to July 23, provided updated technical inventory lists, and opened site visits July 6–13, 2026 (8:00 AM–5:00 PM EST, requiring 24-hour advance coordination). Amendment 0002 (posted July 17) clarified specific waste inventories: Sandy Hook requires pricing for sampling of four 30-gallon unknown drums (possibly antifreeze) and 65 gallons of potentially contaminated water, plus three identified drums of Mercuric Chloride solution; Milford includes up to ten bio sharps containers and universal waste storage containing antifreeze/coolant, used oil, drained used oil filters, and gasoline. Questions are due July 15, 2026 to sandra.thibodeau@noaa.gov and kelly.taranto@noaa.gov. Site contact: Emerson Cheney (203-674-9536, emerson.cheney@noaa.gov) for Milford; Jeffrey Hrzic (814-242-2370, jeffrey.hrzic@noaa.gov) for Highlands.
