About this opportunity
The 97th Contracting Squadron at Altus Air Force Base, Oklahoma is seeking to procure a hazardous material portable storage building for the 85th Fighter Group at Ebbing Air National Guard Base in Fort Smith, Arkansas. The commercial off-the-shelf building must meet specific requirements including HVAC systems to maintain temperatures between 60-80 degrees Fahrenheit, minimum 170 square feet of floor space, spill containment capabilities, electrical systems rated for Class 1 Division 2 hazardous locations, interior and exterior lighting, ventilation systems, fire rating, and dry chemical fire suppression systems. The evaluation will be conducted using a best value approach with two primary factors: price and technical acceptability, where quotes will be rated as either "acceptable" or "unacceptable" based on meeting minimum Statement of Work requirements. The government expects to award to the technically acceptable quote with the lowest evaluated price. The original deadline for questions was September 11, 2025 at 11:00 AM CST, with quotes due September 22, 2025 at 11:00 AM CST, though the current solicitation indicates quotes are now due September 23, 2025.
This opportunity is designated as a 100% small business set-aside under NAICS code 332311 (Prefabricated Metal Building and Component Manufacturing), meaning only small businesses are eligible to compete. No incumbent contractors are identified in the solicitation materials. While no specific contract value or budget range is disclosed, the solicitation includes a critical caveat that funds are not presently available and no award will be made until funding becomes available, with the government reserving the right to cancel the solicitation at any time without reimbursing offerors for costs. The building is specified to be approximately 22 feet by 8 feet with a center two-door configuration and ramp for easy transfer of 55-gallon drums, and the period of performance extends six months after complete installation. The place of performance is Ebbing Air National Guard Base in Fort Smith, Arkansas, where the vendor will be responsible for delivery, offloading, setup, and installation of the storage building.
