The National Park Service seeks removal and disposal of volcanic eruption debris from Hawaii Volcanoes National Park under a Total Small Business set-aside, with quotes due September 14 at 11:59 p.m. Hawaii Time.
Place of performance spans 43 locations throughout Hawaii Volcanoes National Park, including buildings, visitor facilities, parking areas, roads, and surrounding parkland across Hawaii and Kauai counties. The base contract period runs September 26 through November 25, 2026, with three option periods each running April 1–30, 2026 (anticipated exercise date April 30, 2026).
The procurement consists of four line items under firm fixed pricing: removal of debris and pressure washing of roofs and gutters (CLIN 00010, base requirement); pressure washing of building exteriors (CLIN 00020, option); removal of debris from paved surfaces (CLIN 00030, option); and removal of debris from turf areas (CLIN 00040, option). All work is classified as housekeeping-other (PSC S299) under NAICS 561790 with a small business size standard of $9 million. Service Contract Act prevailing wage rates apply across occupational classifications in Hawaii, with hourly rates ranging from approximately $15.46 to $70.41 plus fringe benefits.
Offerors must include invasive species inspections and fumigation costs if remediation is required in their pricing. All commercial vehicles require inspection upon park entry at approximately 30 minutes per inspection. Water provision and transportation costs must be separately accounted for at three locations where government-furnished water is unavailable.
