About this opportunity
The U.S. Geological Survey seeks haulout, inspection, maintenance, and repair services for the Research Vessel Sturgeon, a 101-foot research vessel, with proposals due September 9, 2026. This procurement is set aside for small business concerns and carries a firm-fixed-price contract structure.
Place of performance is restricted to shipyards within the Great Lakes basin, with mandatory site visit on August 31, 2026, at 11:00 AM EST in Cheboygan, Michigan. Period of performance runs November 10, 2026, through April 15, 2027. The NAICS code is 336611 (Ship Building and Repairing), with a small business size standard of 1,300 employees; PSC code is J019 (Maintenance/Repair/Rebuild of Equipment—Ships, Small Craft, Pontoons, and Floating Docks).
Work scope includes vessel hauling and blocking, comprehensive hull inspection and coating renewal using specified Sherwin Williams systems, propulsion shaft removal and inspection with bearing and seal replacement documented via Condition Found Report and contract modification, bow thruster and rudder inspection, tank cleaning and void inspection, hydrophone installation in stern pockets per Marport specifications, ABS load line special survey (with any additional ABS-required work beyond stated scope handled via CFR), and sea trials deemed satisfactory by USGS technical representative. Optional items include main engine overhaul by OEM-approved contractor, gear refurbishment, propeller replacement, and anchor windlass replacement. The contractor must provide all labor, materials, marine repair resources, safe atmosphere certification per Marine Chemist standards, Lock-Out/Tag-Out management, fire watch, hazardous waste disposal, and 480-volt three-phase 100-amp service to the vessel.
Evaluation criteria weight technical approach, experience, and past performance equally and significantly more important than price. Technical approach must include detailed schedule (up to 2 pages narrative plus unlimited charted schedule) and management structure and oversight plan (up to 10 pages total). Experience section (up to 8 pages combined) requires shipyard experience documentation and project manager qualifications from the prior five years with 3–5 project references. Past performance documentation (up to 3 pages) must include 3–5 contract references from the prior five years with specific client contact information. Proposals require completed SF1449, SAM registration with Unique Entity ID, completed Attachment 5 price schedule with fully-loaded labor rates and material/subcontractor markups, and acknowledgment of contract terms or itemized exceptions with rationale.
Four amendments have been issued: Amendment 0001 (August 13) clarified hydrophone mounting specifications and bearing/seal replacement procedures; Amendment 0002 (August 26) provided the Marport Hydrophone Installation Manual; Amendment 0003 (September 3) provided additional questions and answers via Attachment 12; Amendment 0004 (September 4) approved contractor-proposed modification to Work Item 6.3 (ABS Load Line Survey) allowing additional ABS-mandated work to be handled via CFR rather than base contract scope.
