About this file
This is a Questions and Answers document for federal contract opportunity 140G0226Q0020, a haulout service for R/V Sturgeon. The document addresses contractor inquiries regarding scope clarification for various work items during the vessel's shipyard period.
Key clarifications include: Work Item 8.3 (Paint Engine Room and Generator Room Bilges) shall only be activated if the Main Engine overhaul is also activated, with painting of hard-to-reach areas and deck frames limited to instances where coating failure or corrosion is present. The contractor's proposed modification to Work Item 8.3 was accepted by USGS, which includes deck plate removal for bilge coating inspection, a Condition Finding Report (CFR) documenting inspection results, and a modified CFR with recommendations and cost estimate for coating renewal based on consultation with coatings and USGS representatives. Regarding fuel management, the vessel will arrive with an estimated 3,500 to 4,000 gallons of diesel, and tanks shall be filled to capacity before departure to test the vent system within the scope of work. For Work Item 8.5 (Clean and Inspect All Tanks and Voids), the same fuel quantity estimate applies. The Alaska Marine Crane MCK-430 manual is located on the vessel, with additional information available in Attachment 11 D410011-ANchor Handling Arrangement. All surface preparation shall utilize degreasers and power tool cleaning methods while avoiding blasting to minimize engine room contamination, with all machinery, piping, and electrical equipment properly masked and protected.

Question and Answers for 140G0226Q0020 Haulout for R/V Sturgeon:
1. For the WI 8.3, is the intent to only activate this item if the Main Engine and Gear overhaul is also activated or should I assume that they main engine and gears are going to be in place?
Answer: Yes, only activate this item if the main engine overhaul is activated.
That would by far be the best time to do it with the best outcome given the room to do the work. If we had it done with the engines in place it would be a sub-par job at best given the restrictions. Along with that, if any sand-blasting needs to happen I would much rather it happen without the engines and gears in place and try to minimize any potential damage to electronics/wiring/sensors etc...
2. Also, are the hard to reach areas such as under the generators and potable water tanks to be included in this as well? Lastly, how high up is the bilge painting to go up to (how many inches above the bilge surface)? Are the deck frames also to be painted? I am also assuming that we are to use seguard 6000 for the bilges correct? What SP standard?
Answer: Yes, only if needed and we have coatings failure in those hard to reach areas. I would say the same for the deck plate frames, only if needed due to coatings failure or corrosion.
3. Can you please provide a tech manual/tech pub information on the Alaska marine Crane
MCK-430 crane?
Answer: Manual for Deck Crane is on the vessel. Also, see Attachment 11 D410011-ANchor
Handling Arrangement as this should provide enough information.
4. Does the crew have an estimated fuel load for when they arrive? Are we to replace only what we remove or assume that we will fill the tanks back to capacity?
Answer: We will have between 3'500 and 4'000 gallons upon arrival. We would like the tanks filled before departing the shipyard in the spring to test the vent that is in the scope of work for the yard period.
5. Regarding Work Item, 8.3 OPTION: Paint Engine Room and Generator Room Bilges – We
Request this work item be modified as follows for the following reasons:
a. All deck plating needs to be removed to properly assess what is required to access the existing bilge coatings
b. After inspection additional conversations will be required with the USGS representative(s) to determine the best course of action and associated scope of work in order to price this work.
8.3 OPTION: Paint Engine Room and Generator Room Bilges
Prepare Bilge Surfaces
The Contractor shall clean all bilge surfaces in the engine room and generator room to remove oil, grease, and debris. Surface shall be prepared using a degreaser and power tool cleaning methods while avoiding the use of blasting to reduce contamination of the engine room with blasting dust.
All machinery, piping, and electrical equipment shall be properly masked and protected in accordance with Section 2 General Requirements and Section 5 Coating Requirements of this specification.
Apply Coatings
The Contractor shall apply the coating system to the Engine Room and Generator Room in accordance with Section 5 Coating Requirements of this Specification and to the satisfaction of the USGS Technical Representative.
Inspect Engine & Generator Room Bilge Coatings
The Contractor shall remove the deck plates in the engine room and generator room and inspect the existing bilge coatings and provide a CFR with the results of the inspection.
Renew Bilge Coatings
Based on the findings of the bilge coatings inspection and after consultation with the coatings
Representative and the USGS Technical Representative, the Contractor shall submit a modified CFR to include the recommendation(s) for renewing the bilge coatings and provide an estimate to re-new the coatings.
Answer: USGS agrees with this proposed change.
6. Regarding Work Item, 8.5 Clean and Inspect All Tanks and Voids – We requests an estimate of how much diesel will be on board upon Arrival at the shipyard.
Answer: We will have between 3'500 and 4'000 gallons upon arrival.
