About this file

This is a Performance Work Statement (PWS) for the haulout, maintenance, and inspection of the R/V Sturgeon, a 104-foot, 226-ton steel research vessel operated by the U.S. Geological Survey (USGS). The vessel is scheduled for a comprehensive maintenance period between November 10, 2026, and April 15, 2027, at a shipyard located within the Great Lakes basin. The work represents the fifth five-year maintenance cycle for the vessel since its 2004 acquisition by USGS, with the last haulout completed in 2023.

The contractor shall remove the vessel from water, perform visual hull inspection, conduct high-pressure wash and touch-up painting as needed, clean and inspect all tanks and voids, inspect propulsion shafts and propellers in place, perform bow thruster inspection and maintenance, inspect rudders and bearings, inspect Delta-T ventilation systems, and mount hydrophones in stern pockets. Optional work includes recoating engine and generator rooms, overhauling main drive engines (two 60-series Detroit Diesel engines rated at 908 SHP), ABS load line recertification, replacing the anchor windlass, and replacing propellers. The contractor must provide all labor, materials, and marine repair resources; ensure safe atmospheres in compartments per Marine Chemist certification; manage all Lock-Out/Tag-Out and fire watch requirements; properly dispose of hazardous materials; and provide 480-volt, three-phase, 100-amp service and necessary utilities to the vessel. Sea trials conducted by the ship's master and engineer must be deemed satisfactory by the USGS Technical Representative before final completion. All work must be completed by April 15, 2027, with any defects resulting from contract work corrected by the contractor at no additional cost.

Performance Work Statement Research Vessel Sturgeon Haulout Maintenance and Inspection

1.0 Introduction

There are currently five US. Geological Survey (USGS) research vessels (R/V) within the large vessel program headquartered at the Great Lakes Science Center (GLSC) in Ann Arbor, MI. The GLSC large vessel maintenance plan requires each vessel to undergo haul-out, a thorough maintenance review, and inspection every 5 years. R/V Sturgeon is scheduled for haul-out, maintenance, and inspection period starting in 2026. The R/V Sturgeon is designed to function as an offshore work platform primarily conducting fisheries monitoring and research on the Laurentian Great Lakes. It focuses on fish population assessments, aquatic invasive species, and native fish restoration. It provides crucial scientific data to meet management and conservation goals for the Great Lakes. The R/V Sturgeon explores biological and ecosystem health by conducting surveys primarily in Lake Michigan and Huron. Haul-out and associated services are to be performed on R/V Sturgeon in a period between November 10, 2026, and April 15, 2027, to accommodate seasonal fisheries research schedule and return to homeport in Cheboygan, MI.

Background

The R/V Sturgeon is a 104-foot, 226 gross ton steel haul ship. US. Geological Survey took ownership of R/V Sturgeon in 2004. R/V Sturgeon was refitted at that time to accomplish freshwater fisheries research work on the Great Lakes. Since then, it has been used for collecting valuable data. It has undergone a haulout/maintenance period every five years at a shipyard where projects that require outside assistance usually get completed which is part of our large vessel maintenance plan and in accordance with the USGS safety management system (SMS). The last haul-out for R/V Sturgeon was completed in 2023. The plant consists of two 60 series Detroit Diesel main drive engines (908SHP), twin screw propulsion, and two Cummins 6BT5.9 ship service diesel generators (SSDGs) rated at 99Kw.

2.0 Scope

The contractor will be required to remove the vessel from the water and block it in an environmentally controlled drydock location. Perform visual hull inspection and high-pressure wash and touch up paint (if needed). Clean and inspect all tanks and voids. Clean and inspect propulsion shafts and propellers in place. Conduct bow thruster inspection and maintenance. Inspect rudders and bearings. Inspect Delta-T ventilation. Mount hydrophones in stern pockets. Options include recoating engine and generator rooms, overhauling main drive engines (MDEs), ABS load line recertification, replacing anchor windless, and replacing propellors.

4.0 Technical Requirements

The maintenance will be required to be performed at a shipyard within the Great Lakes basin.

The underwater hull is inspected, and maintenance of the underwater machinery and equipment is serviced to operate as designed.

The contractor will be required to provide all labor, materials, and marine repair resources for work described herein. The Contractor shall be responsible for certifying that a safe atmosphere exists in and around compartments prior to the commencement of any work. Whenever compartments must be gas free to meet state and federal regulations, the Contractor shall pump down, open, remove sludge, clean, wipe, ventilate and take all other action required to make the compartments safe for the work to be performed. If off-loading of fuel oil is necessary because of insufficient empty tank space, the contractor shall offload the fuel. Copies of gas free certificates, issued by a Marine Chemist certified by the National Fire Protection Association, shall be posted on the ship in two locations designated by the USGS Technical Representative. Follow-up inspections by the Contractor’s Competent Person shall also be documented at the same two locations. The Contractor shall be responsible for identifying the compartments which require gas free certification.

Hot work is permitted only when fire watch standers are provided by the Contractor. A fire watch stander is required whenever welding, flame cutting, or other hot work is performed where combustible materials are present or when combustible materials are adjacent to the opposite side of metal partitions exposed to hot work and could be ignited by conduction or radiation. In the latter case, a fire watch stander is required on both sides of the partition. The Contractor shall remove all hazardous materials used and shall properly dispose of all hazardous waste produced during the performance of work under the contract. The Contractor is responsible for all Lock-Out/Tag-Out requirements and shall coordinate the de-energizing and re-energizing of equipment and machinery with the USGS Technical Representative and ship’s Master or Engineer. The Contractor shall clean up and remove from the ship all dirt, debris, scrap, and other materials incident to Contractor’s work at the end of each workday; all oil, or other fluids, shall be cleaned off all surfaces. Prior to starting work on interior spaces, protect the decks and deck coverings of spaces in which contract work is to be performed and spaces through which workers will traverse by covering the decks and deck coverings with a temporary fitted heavy vinyl, plywood, or particle board. While at the shipyard R/V Sturgeon will require 480volt, three phase, 100-amp service via 4-wire, located on main aft deck. The contractor shall provide necessary air, potable water, fire main, electricity, sewage disposal, trash, service, oily waste removal, and waste oil removal to the vessel for the duration of the shipyard availability.

Temporary fire main, potable water, and black/gray water connections shall be provided to the vessel’s deck risers, where the vessel is so equipped.

The contractor shall dock the vessel for the underwater hull inspection, sandblasting, painting, and repairs of the underwater hull as well as the installation and/or modification of machinery and piping systems connected to the underwater hull. Contractor shall re-float the vessel in good order upon completion of all specified underwater repairs, cleaning, sandblasting, and painting. The USGS Technical Representative shall be present when undocking/launching vessel.

5.0 Deliverables

Upon completion of all work items the ship and all its equipment shall be placed back in operating order by the contractor within technical design specifications and inspected by a USGS technical representative to ensure proper working order. Sea trials must be conducted by the ship master and engineer and shall be deemed satisfactory by the USGS technical representative before final completion. Any defects found on ship systems/equipment that are deemed a result of contract work shall be fixed by the contractor. All work must be completed by April 15, 2027.
