About this file

This is a Schedule of Pricing document for the maintenance and repair of the Research Vessel STURGEON haulout project. The document outlines a comprehensive scope of work organized by specification sections, including hauling and blocking, hull cleaning and coating, underwater inspections, propulsion system maintenance, bow thruster and rudder inspections, anchor windlass testing, tank cleaning, crane servicing, and engine room cleaning. Several items are designated as optional, including painting of engine and generator room bilges, installation of motorized louvers on intake and exhaust air systems, and main engine overhaul. The pricing structure is based on fully-loaded labor rates for shipyard labor and crane/forklift operations, with separate material and subcontractor markups applied to change orders if necessary.

The contractor's labor rates are defined as direct production man-hours at the journeyman level for skilled trades including welding, machining, electrical work, pipefitting, diesel mechanics, nondestructive testing, and marine-related specializations. Project management and engineering support functions are incorporated into the fully-loaded rate for direct production man-hours and include planning, quality assurance, testing, engineering design, and lofting activities. The document specifies that pricing proposals shall include only direct production labor costs, with no separate charges for supervisory, project management, or engineering functions. This Schedule of Pricing serves as the basis for negotiating the firm-fixed price contract award and any potential change orders throughout the performance period of November 10, 2026, through April 15, 2027.
