Place of performance is Fort Rucker, Alabama. The contractor shall de-install existing Air Traffic Control equipment from the current tower and install it into a newly constructed tower, including all required cabling and grounding per FAA-STD-019e and MIL-STD-188-124(B). Equipment to be relocated includes one Interim Voice Switch Replacement with four positions, two radio racks, four TACO antennas, one FM antenna, two CM-300 VHF transceivers, three CM-300 UHF transmitters and receivers, one NAS Voice Recorder, one FMQ-13 wind measuring system with two indicators, and one rack-mounted uninterrupted power supply. The contractor must conduct an initial site survey, install twelve runs of heliax cabling with antenna connectors, install radio equipment racks, design and procure four communications consoles, perform operational testing witnessed by government NAVAIDS representatives, and maintain ISO 9001:2008 quality assurance compliance. The Government furnishes the tower structure, all specified radios, antennas, equipment racks, IVSR, heliax cable, and power.
Performance period runs September 18, 2026 through September 17, 2027. The site visit is scheduled July 9, 2026, at 9:00 AM Central Daylight Time; advance registration was required by June 5. Questions were due June 12 at 1:00 PM and 5:00 PM CDT. Evaluation uses a lowest price technically acceptable approach, weighing Technical Approach and Past Performance as Acceptable or Unacceptable, with Price evaluated for fairness and reasonableness. All non-price factors must receive Acceptable ratings for proposal consideration; trade-offs between cost and non-cost factors are prohibited. Past Performance Questionnaires are not required; CPARS data alone may satisfy past performance evaluation.
