About this file
This is a Questions and Answers (Q&A) document issued by the Department of the Army's Mission & Installation Contracting Command (MICC), Fort Eustis Detachment Rucker, dated 12 June 2026, clarifying requirements for a contract involving the relocation and reinstallation of air traffic control tower (ATCT) equipment at Hatch Stagefield, Alabama.
The contract requires contractors to relocate and reinstall existing government-furnished equipment as-is, with new cables provided for fitment to a new tower structure. All equipment is currently operational; if equipment becomes inoperable before installation, NAVAIDS maintenance will perform repairs prior to relocation. The Government will not consider modernization or equipment replacements, and no equipment upgrades should be priced separately. The new ATCT building is complete and ready for installation at contract start. Contractors must build the cable plant from scratch with no existing infrastructure. The anticipated period of performance is 18 September 2026 to 17 September 2027, with no option periods anticipated. Four communications consoles will be contractor-procured with specifications to be determined by the contractor. Contractors must account for travel and per diem costs within the base price for CLIN 0001, which encompasses all expenses to fulfill Statement of Work requirements. Past Performance Questionnaires are not required; CPARS data alone may satisfy past performance requirements. NAVAIDS operates Monday-Friday 0730-1600 hours, following AVCOE holiday schedules. The Government will confirm receipt of email-submitted proposals, and site visits will include access to both the existing and new ATCT structures.

Question Number Question Answer 1 Is the contractor expected to relocate and reinstall the existing Government-furnished equipment as-is?
Yes, but there will be some new cables provided for better fitment of the new tower.
2 If existing equipment is found to be obsolete, damaged, unsupported, or not functioning properly, should the contractor propose repairs, replacement, or upgrades?
All equipment is currently operational. If before installation the equipment is inoperable, NAVAIDS maintenance will make repairs prior to relocation.
3 Will the Government consider alternate technical approaches that include modernization or replacement of dated equipment?
No, current equipment will be used. No modernization.
4 Should any proposed equipment upgrades be priced separately as an option or included in the base proposal?
No equipment upgrades should be priced.
5 Will the Government provide condition reports, maintenance history, or operational status documentation for the equipment before proposal submission?
All equipment will be operational unless otherwise stated by
NAVAIDS.
6 Is this a brand-new contract OR is there an incumbent performing these services? If not brand new, could you please provide the current / previous contract number?
This is a new requirement.
7 The SOW lists specific GFE items, but Section 2 (Equipment) lists slightly different quantities (e.g., "Four GRR-24 UHF transmitters"
vs. "receivers" in Section 15). Can you confirm the correct quantities and types for each GFE item?
This has been corrected in the SOW to accurate quantities as well as the correct equipment.
8 Who is responsible for coordinating FAA personnel supervision during the IVSR movement — the contractor or the Government?
NAVAIDS will coordinate with FAA after getting a schedule from the contractor.
9 Are the four (4) communications consoles (Section 8) entirely contractor-procured, or will any components be provided as GFE?
Consoles will be contractor-procured.
10 Will the new ATCT building be complete and ready for installation at contract start, or is there a phased schedule we should plan around?
The new ATCT is complete and ready for equipment installation.
11 Is there an existing cable plant/infrastructure in the new tower, or does the contractor start from scratch?
The contractor must start from scratch.
12 What is the anticipated period of performance (start date and duration)?
The anticipated period of performance is 18 Sep 2026 to 17 Sep 2027.
13 Will the contractor be required to maintain ATC operations continuity during de-installation, and if so, what downtime windows are permitted?
It is highly unlikely to have ATC operate once relocation starts.
Permitted downtime should be determined by the airfield commander.
14 Are there any blackout periods (holidays, training exercises, etc.)
during which work cannot be performed at Hatch Stagefield?
NAVAIDS operates M-F 0730- 1600 and are off IAW AVCOE holiday schedule.
15 Can you provide clarification on the scope of each CLIN in the Pricing Schedule (Attachment 4)?
The scope of CLIN 0001 is all expenses associated to fulfill all requirements outlined in the Statement of Work.
16 Are option periods anticipated, and if so, how many?
There will be no option periods as work is expected to be completed within 12 months.
17 How should travel and per diem costs be accounted for — as a separate CLIN or included in the base price?
This price should be included in the total proposed price for CLIN 0001.
18 What is the minimum number of Past Performance Questionnaires (PPQs) required per offeror?
The Past Performance Questionnaire is not a requirement.
19 Will CPARS alone satisfy the past performance requirement, or are PPQs always required in addition?
Yes, CPARS may satisfy the past performance requirement as PPQs are not required.
20 Is there an incumbent contractor currently performing this work?
This is a new requirement.
21 Will the Government confirm receipt of proposals submitted by email?
Yes, the Government will confirm receipt of proposals.
22 Will the site visit include access to both the existing ATCT and the new tower structure?
Yes, the site visit included access to both.
23 Please provide the required communications console manufacturer/model, approved equal vendors, console layout drawings, dimensions, work surface requirements, monitor arm requirements, and any Government-furnished console equipment.
This is to be determined and provided by the contractor.
24 Please confirm that contractor-furnished ATC consoles are acceptable and identify any minimum performance requirements.
This is to be determined and provided by the contractor.
