Place of performance is Joint Base McGuire-Dix-Lakehurst, New Jersey. Delivery must occur within 30 days after receipt of order to Building 3137, Ramp Street, on a Free on Board Destination basis.
The detectors must employ nonradioactive five-channel fluorescence technology capable of identifying military, conventional, homemade, and liquid explosive threats at nanogram to sub-nanogram levels. Required capabilities include time-to-alarm of 10–25 seconds, clear-down time under 30 seconds, cold start within 3 minutes, and operation from sleep mode within 10 seconds. Equipment must weigh no more than 3.2 pounds with battery, comply with MIL-STD-810G, achieve IP54 ingress protection, withstand one-meter drop tests, and support up to 16-hour mission time using two hot-swappable rechargeable 8-hour lithium-ion batteries. Detectors must feature sunlight-readable color displays with onboard video tutorials and visible, audible, and haptic alarm notifications. Data connectivity must include USB-C, toggleable Wi-Fi, and Bluetooth with minimum 3,500 hours continuous data logging. Delivery includes all items, batteries, power adapters, initial sampling swipe kits, and commercial warranties.
All offerors must register in SAM and provide CAGE codes and company information. Contractor personnel must complete DoD-approved Antiterrorism Level I training, comply with ITAR and U.S. export regulations, and meet base-access requirements including valid government-issued identification, vehicle registration, and proof of insurance. Delivery personnel responsible for base access are subject to criminal background checks.
Evaluation uses a Lowest Price Technically Acceptable (LPTA) approach, awarding one firm-fixed-price purchase order to the responsible contractor whose offer is most advantageous to the Government.
