About this file
This is an Antiterrorism requirements document for contractors performing work at Joint Base McGuire-Dix-Lakehurst (JB MDL). The document establishes mandatory antiterrorism protocols and expectations for all contractors and subcontractors working on the installation, referencing Department of Defense Instruction O-2000.16 Volume 1, DFARS requirements, and Joint Publication 3-07.2.
All contractors and subcontracted personnel are required to review the JB MDL Antiterrorism Awareness Guide for Contractors and remain vigilant for suspicious activities, with immediate notification to the 87th Security Forces Squadron Emergency Control Center at 609-754-6001 if threats are identified. Contractors must maintain strict control of personnel and vehicles during duty performance and implement reasonable measures to prevent personnel or equipment from being placed in harm's way or positioned to aid terrorists. The document strongly recommends that all contracted personnel complete the DoD-approved Antiterrorism Level I computer-based training available at the specified JKO portal, with contact information provided for the JB MDL Antiterrorism Office at 609-562-5362/2445. Force Protection Condition (FPCON) levels directly impact contract service continuity: at FPCON Charlie, the installation will evaluate discontinuation of contract services, and at FPCON Delta, services are automatically discontinued until the threat level is reduced. Emergency procedures are detailed for both landline (direct 9-1-1 to ECC) and cellular phone (county dispatch routing with JB MDL identification).

Terrorism is defined as: The unlawful use of violence or threat of violence to instill fear and coerce governments or societies. Terrorism is often motivated by religious, political, or other ideological beliefs and committed in the pursuit of goals that are usually political.
Antiterrorism is defined as: Defensive measures used to reduce the vulnerability of individuals and property to terrorist acts, to include rapid containment by local military and civilian forces.
Antiterrorism:
1. As a prelude and during performance of any contract, it is critical that the Contractor be supportive of all Department of Defense (DoD) requirements to protect personnel and their families, installations, facilities, information, and other resources from terrorist acts.
2. All Contractors and Sub-Contractors are responsible for providing their personnel information on the Joint Base McGuire-Dix-Lakehurst (JB MDL) Antiterrorism Program (AT). All contractors and sub-contractors will review the JB MDL AT Awareness Guide for Contractors pamphlet.
During performance of work, personnel security and protection of resources is critical for the installation to maintain a safe and secure work environment. Contractors and contracted personnel must be alert for any suspicious activities while on the installation. If any situation appears to be suspicious, immediate actions must be taken to properly notify the 87th Security Forces Squadron (SFS) Emergency Control Center (ECC) at 609-754-6001.
3. Contractors must ensure that contracted personnel and vehicles are strictly controlled during performance of duty. For instance, contractors shall use reasonable efforts to prevent any personnel or equipment from being placed in harm’s way or in a position that could aid or abet terrorists.
4. It is strongly recommended that all contracted personnel take the computer-based training (CBT) for the DoD-approved Antiterrorism Level I Training at: https://jko.jten.mil/courses/AT-level1/launch.html. Contractors are encouraged to contact the JB MDL Antiterrorism Office at 609- 562-5362/2445 for information regarding the installation Antiterrorism Program.
5. Force Protection Condition (FPCON) Impact on Work Levels: If the JB MDL FPCON level is elevated to Charlie, the installation shall evaluate the need for contract services to be discontinued. At FPCON Delta, services are discontinued. Services shall resume when the FPCON level has been lowered.
Administrative Note: In the event of an emergency, dial 9-1-1 from any land line on the installation. The call will be routed to the ECC (609-754-6001) on the Joint Base. If you use a cell phone and dial 9-1-1, you will be routed to the county 9-1-1 dispatch (Burlington County for McGuire and Dix or Ocean County for Lakehurst). Simply inform the dispatcher that you are on JB MDL, they will route your call to the JB MDL ECC.
