About this file
This Statement of Work (SOW) outlines requirements for the 87th Security Forces Squadron (87 SFS) at Joint Base McGuire-Dix-Lakehurst to procure Premium Handheld Explosives Trace Detectors (ETDs) or equivalent systems. The 87 SFS requires advanced, mobile explosives detection capabilities to secure entry control points, conduct vehicle inspections, and support anti-terrorism operations. All delivered units must utilize five-channel fluorescence technology with no radioactive source and detect military, conventional, homemade, and liquid explosives at nanogram to sub-nanogram levels, including nitroaromatics, nitramines, nitrate-esters, nitrosamines, plastic explosives, smokeless powders, and peroxides. The systems must support both particulate sampling via swipes and direct vapor sampling for bottled liquids, with time-to-alarm capability of 10-25 seconds and clear-down time under 30 seconds.
Equipment specifications require a maximum weight of 3.2 lbs with battery, MIL-STD-810G compliance, IP54 ingress protection rating, and resistance to one-meter drop tests. The detectors must operate within 3 minutes from cold start and 10 seconds from sleep mode. Power systems must support up to 16-hour mission time using two included 8-hour, hot-swappable rechargeable lithium-ion batteries. User interfaces must feature vivid, sunlight-readable color displays with onboard video tutorials and visible, audible, and haptic alarm notifications. Data connectivity must include USB-C, toggleable Wi-Fi, and Bluetooth with minimum 3,500 hours of continuous data logging capability. All units, batteries, power adapters, and initial sampling swipe kits must be delivered to Building 3137, Ramp Street, JB MDL, NJ 08640 within 30 days after receipt of order or contract award. The contractor must ensure compliance with all ITAR and US export regulations prior to delivery, if applicable.

22 JUNE 2026
87th Security Forces Squadron
(87 SFS)
Joint Base McGuire-Dix-Lakehurst
1.0 GENERAL
1.1. Background
The 87th Security Forces Squadron (87 SFS) requires advanced, mobile explosives detection capabilities to secure entry control points, conduct randomized vehicle inspections, and support anti-terrorism operations at Joint Base McGuire-Dix-Lakehurst (JB MDL). To maintain high throughput without compromising security, Defenders require lightweight, highly sensitive, and rapidly deployable trace detectors capable of identifying military, conventional, homemade, and liquid explosive threats in various environmental conditions.
1.2. Program Objectives
The objective of this procurement is to acquire the Premium Handheld Explosives Trace Detector (or equal/equivalent system) to provide security personnel with next-generation threat detection, utilizing non-radioactive technology for safe, high-speed screening operations.
2.0 SCOPE OF WORK & REQUIREMENTS
