About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is soliciting proposals for industrial water treatment chemicals and testing reagents for boiler systems at Hill Air Force Base, Little Mountain, and the Utah Test and Training Range. The contract will be a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) with an optional six-month ordering period, structured to improve feed-water quality and steam purity across 28 active boiler plants. Proposals will be evaluated using a Lowest Price Technically Acceptable (LPTA) method, with key technical requirements including water treatment component certifications and chemical sample submissions. Offerors must submit a four-volume proposal covering price, technical specifications, experience, and contract documentation. The solicitation (FA820125R0001) requires electronic submission, with proposals due by April 21, 2025, and the government intends to award the contract without further discussions.
The solicitation is designated as a Total Small Business set-aside, targeting businesses with up to 1,000 employees under NAICS code 325180. The contract will cover the procurement of six specific water treatment chemicals, including boiler treatments, condensate treatments, oxygen scavengers, and alkalinity adjuncts, to be delivered in 55-gallon DOT-approved polyethylene drums. The boiler systems produce approximately 805,570K steam per year, with a 65% condensate return rate. Deliveries must occur within 5 working days of order placement, with strict requirements for packaging, documentation, and base access coordination. The contract will allow for varying quantities based on actual needs, determined by individual delivery orders, and will require compliance with environmental and workplace safety regulations. Performance will be centered at Hill Air Force Base in Utah, with the potential for chemical treatments and testing at multiple facility locations within the base's operational area.
