Boiler Systems Chemicals Statement of Work 75th Civil Engineering Squadron Hill Air Force Base, Utah
16 October 2024
1 SCOPE:
This Statement of Work (SOW) describes the overall support for an Indefinite-Delivery Indefinite-Quantity (IDIQ) Contract, to provide water treatment chemicals for Boiler Systems at Hill Air Force Base (HAFB). The Government Contracting Officer (CO) and the Contracting Officer Representative (COR) will place the Delivery Orders (DO) against this contract as needed, to support Boiler Plant Operations.
2 DESCRIPTION:
The Contractor shall provide all labor, material, equipment and transportation in order to deliver boiler water system chemicals to Hill AFB in accordance with (IAW) the proposed on government SOW.
2.1 WATER TREATMENT CHEMICALS AND PRODUCT SPECIFICATIONS
2.1.1.1 The Contractor shall provide as needed, the six water treatment products for boiler systems listed below in Appendix A at the specified concentrations. The actual quantities of each chemical purchased by Hill AFB during the year may vary depending on actual needs and shall be dictated by each individual placed delivery order.

2.1.1.2 The Contractor shall deliver all water treatment products in DOT approved 55-gallon polyethylene drums. Weight and density of the product contained in each drum shall be listed on the drum label. The contractor shall ensure that each drum is labeled properly for any potential hazard of the drum’s contents.
2.1.1.3 The Contractor shall supply Safety Data Sheet’s (SDS) with the contract proposal for each water treatment product and with each product shipment. Certificates of Analysis (COA) for each water treatment production shall be provided upon receipt of each delivery.
2.1.1.4 The Contractor shall submit a letter (CDRL A001) verifying all components and weight percentages for the formulations of each product listed in Table Section 2.
2.1.1.5 The Contractor shall note that random samples of vendor products are subject to be sent to an independent laboratory for analysis. Analyses will involve randomly selected samples each year for each treatment product during the length of the contract. An independent lab selected by the Government will perform the analysis on an as needed basis. The Government will be responsible for these additional lab costs, failure to meet the requested product formulation requirements may result in termination of the contract.

2.2 WATER TESTING REAGENTS
2.2.1 Hill AFB personnel will be doing regular water treatment testing of boiler systems In-house or with an independent third party as addressed above. The following items shall be delivered in the unit size listed in Appendix B, i.e. if the unit size is one (1) quart, this means that delivery shall be in one (1) quart containers, not two (2) separate pint containers.

2.2.2 The Contractor shall provide water testing equipment listed in Appendix C. The actual quantities of each item purchased by Hill AFB during the year may vary depending on actual needs and shall be dictated by each individual placed delivery order.

3 DELIVERY:
3.1 The Contractor shall only deliver materials when the government COR places an order, and only in the quantities ordered by the CO within five (5) working days from date of order. Driver of the delivery truck shall be licensed to transport chemicals, with such documentation provide with contractor proposal.
3.2 All deliveries shall be scheduled with the contract COR for unloading and storage into Building 260. Supplies shall be delivered between 0630 and 1500 weekdays. The delivery drivers must notify the Boiler Plant at 801-777-5581 or 801-777-7336 24 hours prior to delivery.
3.3 The delivery truck must have a lift gate to facilitate transfer of 55-gallon drums to HAFB boiler operations personnel. The quantities specified in Appendix B are the anticipated quantities. The actual quantities purchased by HAFB during the year will be on an as needed basis and the contractor shall invoice and be paid as per the unit price IAW the awarded contract and only for the quantity purchased.
4 ENVIRONMENTAL:
4.1 The Contractor is required to comply with all applicable local, state, federal, and Air Force laws and regulations dealing with environmental and workplace management and protection (Department of Environmental Quality, Division of Water Quality, Air Force Instruction, Occupational Safety Health Administration [OSHA], 29 CFR 1910 and 1926, and as referenced in appendix C). In the event of a conflict between any laws or regulations, the most stringent shall apply.
4.2 The Contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. Upon occurrence of any spills that could enter the storm sewer system or could cause any harmful environmental effects, the Contractor or their company representative shall immediately call 911 from any base phone or 801-777-1911 from a cell phone, to report such spill.
4.3 Chemical Spills; Refer to Water Treatment Chemicals Safety Data Sheets (SDS)
5 HOURS:
5.1 All work at HAFB shall be accomplished during normal working hours, Monday through Friday (0630 to 1500 hours). This is exclusive of Government approved holidays unless the Contracting Officer (CO) approves other times, or otherwise stated in the Delivery Order. The Contractor shall coordinate the delivery with the Civil Engineer (CE) Program Manager (PM).
5.2 Recognized Holidays: The Contractor is not required to deliver on the following Holidays

6 CONTRACTOR BASE IDENTIFICATION CREDENTIALS:
6.1 Conformance with Regulations/Directives: The contractor shall conform to Main Base regulations and directives pertaining to security, safety, traffic, fire, and personnel clearances while on Hill AFB.
6.2 Base Access: The contractor is responsible for requesting access to the base for their personnel by completing and submitting AF Form 496 to the CO or their representative at OL: H/PZIOC.
6.3 Secure/Restricted Area: The contractor is responsible for requesting access to secure and restricted areas by submitting AF Form 2583 for a Controlled Area badge or AF Form 2586 for an Unescorted Entry Authorization Certificate. A background check of each individual requesting entry to a secure or restricted area will also be made before access is authorized. Two forms of picture identification are required each time such areas are entered. Secured area badges will be issued by 75 CEG Group Security Manager located in Building 593 South, Room #113.
6.4 Processing Time: The above information shall be submitted to the CO a minimum of 10 calendar days (15 calendar days for access to secure/restricted areas) in advance of when access to the job site will be required.
6.5 At the termination or completion of the contract, or upon the expiration of base access credentials (if any such expirations are specified), The Contractor shall ensure that all base identification credentials for all contractor and sub-contractor employees are returned to the Security Forces, Pass and Registration Office captured below
6.6 When contract performance requires unescorted entry (no access to classified information) to a Restricted Area" on a military installation, contractor personnel requiring unescorted entry must meet the investigative requirements of Air Force Instruction 31-501, USAF Personnel Security Program. Contractor employees not meeting these requirements will be provided a free zone or an escort from the customer as determined by the CO in coordination with the Chief, Security Forces Division of the military installation involved.
6.7 Follow the guidance in AFI 31-101, Installation Security Program, when work requires unescorted entry to controlled areas. The Contractor shall request AF Form 2586, Unescorted Entry Authorization Certificate, from the 75 Air Base Wing (ABW) Security Manager, Bldg 593 South, for each employee for which a controlled area badge is required. Contractor employees with controlled area badges are required to escort contractor employees without badges, at all times, in and out of controlled areas.
6.8 Prior to submitting an invoice for final payment of the last task order worked on this contract, The Contractor shall obtain a clearance certification from the issuing Pass and Registration Office which states that all base identification credentials have been returned or "accounted for." This certification shall be attached to the final invoice at the time of submittal for payment. Failure to comply with these requirements will result in withholding final payment.
7 Standards Of Dress: The Contractor’s employees shall present a clean, neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company and/or by wearing appropriate badges which contain the company name and the employee’s name. Company clothing or company badges shall be provided by The Contractor (Base access badges will be provided by government).
8 Notification: The Contractor shall record and report promptly (within one hour) to the contracting officer or 75 CES PM, all available facts relating to each instance of damage to government property or injury to either Contractor or government personnel.
8.1 In the event of an accident/mishap, the Contractor shall take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the contracting officer.
8.2 If the government elects to conduct an investigation of the accident/mishap, the Contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.
8.3 The Contractor shall notify the 75 CES PM of any environmental spills, prior to reporting the incident to Hill Air Force Fire Dept. at 911. If the Contractor spills or releases any substance as contained in 40 CFR 302 into the environment, the liability for the spill or release of such substances rests solely with the Contractor and its agent to remediate the area as required, at no additional cost to the government.
9 CONTRACT ADMINISTRATION:
9.1 CO: Government official authorized to enter into, make changes to, or terminate contracts on behalf of the US Government. COs are responsible for ensuring performance of all necessary requirements of the contract, to ensure compliance with the terms of the contract, and safeguard the interests of the United States Government in its contractual relationships.
9.2 Contract Performance: The Contractor is responsible for supervision and inspection of the worked performed. All work shall be performed in accordance with contract terms and specifications. Inspection/acceptance by the Government in no way relieves the contractor of criminal responsibility for fraud in misrepresenting either the quality or quantity of work provided and certified as complete by The Contractor.
9.3 Modifications: Only the CO is authorized to execute modifications on behalf of the Government. Other Government personnel shall not execute contract modifications, act in such a manner as to cause the contractor to believe that they have the authority to bind the government or direct or encourage the contractor to perform work that should be the subject of a contract modification. In cases where the CO receives a request for additional work, revisions to requirements, schedule changes, etc. the CO will make the final determination as to the appropriateness of the request.
10 BASE REGULATIONS:
Contractor employees and visitors are subject to the same restrictions as are Government personnel.
10.1 Smoking: Smoking is permitted in designated, outside smoking areas only.
10.2 Seatbelts: The use of seatbelts by all vehicle operators and passengers is mandatory on Hill AFB and in the state of Utah. On Hill AFB, vehicle operators and passengers caught not wearing their seatbelts will be issued a traffic citation and may lose their on-base driving privileges.
10.3 Firearms/Illegal Drugs: No firearms or illegal drugs are allowed to be brought onto Hill AFB. By accepting a vehicle pass, each person gives their consent to a search of their vehicle while it is entering on or off of Hill AFB.
10.4 Speed Limit: The speed limit on base ranges from 40 MPH in specified areas, down to 15 MPH and in parking lots it is 5 MPH. Vehicle operators caught speeding will be issued a traffic citation and may lose their on-base driving privileges.
10.5 Parking: Contractor vehicles and equipment shall be parked in common parking areas or as otherwise approved in writing by the Facility Manager, Construction PM, and/or CO.
Contractors shall not park in parking area that are permitted, without written consent from the customer.
10.6 Cell Phones: Use of cell phones while driving is prohibited unless equipped with hands free device. On Hill AFB, vehicle operators caught talking on a cell phone while driving will be issued a traffic citation and may lose their on-base driving privileges.
10.7 Communications: In accordance with Air Force Instruction 33-211, all communications with DoD organizations are subject to communications security (COMSEC) review. Contractor personnel will be aware telephone communications networks are continually subject to intercept by unfriendly intelligence organizations. The DoD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from or terminating at DoD organizations. Therefore, civilian contractor personnel are advised any time they place a call to, or receive a call from a USAF organization, they are subject to COMSEC procedures. The contractor will assume the responsibility for ensuring wide and frequent dissemination of the above information to all employees.
10.8 Denial of Base Access: Access to the installation and controlled areas can be denied based on criminal history and outstanding wants and warrants. If contractor personnel are not granted access to the installation based on criminal history and/or outstanding wants and warrants, the contractor may be assessed liquidated damages in accordance with (IAW) 48 CFR 52-211-12 for any resultant schedule delay or liquidated damages.
