About this file

This is a Request for Information (RFI) document for a boiler chemical supply contract at Hill Air Force Base. The RFI contains detailed technical questions and responses about water treatment chemicals, equipment specifications, and boiler system characteristics. Key details include the requirement for industrial water treatment chemicals and testing reagents for 28 active boiler plants, with specific focus on chemical additives to improve feed-water quality and steam purity.

The document reveals critical technical specifications such as the boilers being steam-based, producing an average of 805,570K steam per year, with a 65% condensate return rate. The water supply consists of softened and de-alkalized well water, with boiler blowdown representing the primary wastewater process. Treatment goals include maintaining boiler conductance between 2000-3000 mmhos and hydroxide levels between 250-500. The contract is structured as a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) agreement for the Department of the Air Force Materiel Command Air Force Sustainment Center, covering facilities at Hill AFB, Little Mountain, and the Utah Test and Training Range.

Q1. Methylcresol green methyl red, 1 pint Do you mean Bromcresol Green/Methyl Red Indicator?

https://www.hach.com/p-bromcresol-green-methyl-red-indicator-solution-500-ml/2329249?srsltid=AfmBOoqvV7LnUR5dEvi8hr4GoBJcTGHbi9OR43G3YV6hGn0N56PhitZN A1. Yes Q2. It looks like most items you get from Taylor Water. You indicated 1 lb containers, but there are a couple with a largest size of 0.25 lb. Is this container ok, should we price 4x 0.25 lb containers on the Appendix A?

Stannous chloride phosphate indicator https://www.taylortechnologies.com/en/product/reagents/stannous-chloride-powder--R-0602P Acid-starch indicator powder https://www.taylortechnologies.com/en/product/reagents/acid-starch-indicator-powder--R-0725 Gallic acid https://www.taylortechnologies.com/en/product/reagents/gallic-acid-25-lb--R-7046-J A2. Yes Q3. DEHA 2 Reagent, 1 quart This is only available from hach in 500 mL containers, no quart (950mL) available. Are you ok with 2x 500 mL?

https://www.hach.com/p-deha-reagent-2-solution-500-ml/2168049?srsltid=AfmBOoqNiXAiPgoIGwBZz8yNAqmJAb8OgI9lzQhT8gKn-cAP0oMhVqOP A3. Yes Q4. Lakewood conductivity sensors #700185 I contacted Lakewood and they do not have this part number. Do you have more information on which sensor you need?

Their boiler conductivity probe is 1167162 https://lakewoodinstruments.com/product/boiler-conductivity/ A4. 1167162 is correct Q5. Morr conductivity sensors #S-1 EHIRS Can you give more information on this part as well? I am not finding anything online for this item.

A5. I don’t know what this sensor is. We only use lakewood. Our conductivity is a MYRON Model EP-10. This could have been an old sensor that we discontinued.

Q6. Cole Parmer 05992-20 pH meter with probe This item is showing as discontinued on cole-palmer's website. Was this a benchtop pH meter? Do you have another that you would like to use? One option is below:

https://www.coleparmer.com/i/oakton-ph-550-benchtop-ph-meter-kit/3541930 A6. Benchtop model, Oakton PH550 will be fine Q7. Cole Parmer replacement pH probes Do you have a part number for this specific probe as well?

A7. For our existing models the part number is 59001-65. If we switch to the Oakton PH550 we will need Oakton 3541931 Q8. How would you like to handle the shipping and freight aspect? Do you want these to be invoiced separately for each shipment? Or would you like all pricing on appendix A to be delivered costs/container?

Q9. For the ‘Sub-Factor One -Water Treatment Component and Weight Certification’ request, in order to provide the exact chemical makeup and component %, we would need an NDA signed as this is proprietary information. Our normal SDSs show a % range and have the hazardous chemicals listed out. The Full-Disclosure SDS would show the exact components and weight percents. Are you able to sign an NDA for that required information?

Q10. Are the boilers steam or hot water boilers?

A10. Steam Q11. If steam boilers, how many lbs of steam per year are produced?

A11. 805,570K average Q12. What is the average percentage of condensate return to the boiler’s feedwater tank?

A12. 65% Q13. What is the make-up water supply for the boiler systems (city water, softened city water, RO/DI)?

A13. Softened and de-alkalized well water Q14. Briefly describe the process that produces wastewater.

A14. Boiler blowdown Q15. What kind of water is used in the process as the "base" water (reverse osmosis, deionized, tap, well, etc)?

A15. Well Q16. Briefly describe how wastewater is being treated or handled currently (existing equipment, haulaway, etc). If applicable/available, please send a Process Flow or Block Diagram with this questionnaire.

A16. Boiler blowdown is cooled with softened water and discharged to sewer.

Q17. How much wastewater needs to be treated by the system (gallons per day, gallons per minute, etc)?

A17. 10% roughly 26k gallons a day Q18. Are Safety Data Sheet (SDS) documents for any chemicals used in your process available? If so, please send with this questionnaire.

A18. Yes, but proprietary information and will not be sent Q19. What is your treatment goal? What are the requirements needed to meet the treatment goal (discharge limits, reuse requirements, etc)? If available, please send discharge limits or reuse requirement documents with this questionnaire.

A19. Boiler treated conductance 2000-3000 mmhos Boiler Hydroxide 250-500 Dealkalizer M-alkalinity <80 Boiler phosphate 20-40 Boiler Sulfite 30-45 Feed water hardness <.5 Condensate PH 8.0-8.5 Boiler chelant 100ppm Bldg. 260 only Q20. How many hours a day does the facilitate operate? How many shifts per day?

A20. 24 hour 3 shifts Q21. Our wastewater equipment is designed to operate continuously without needing constant, direct supervision and most of our units can be monitored remotely. If the facility does not run 24/7, can wastewater be processed during an off-shift or while equipment is unattended?

A21. N/A
