About this opportunity
The Department of Veterans Affairs Network Contracting Office 16 is soliciting offers for comprehensive maintenance, inspection, testing, and calibration services for the Electrical Power Distribution System at the Alexandria VA Health Care System. The procurement requires a contractor to perform detailed electrical testing of all system components including switchgear, transformers, circuit breakers, protective relays, grounding systems, motor controls, and emergency generators, along with mandatory infrared scanning of all electrical equipment. Contractors must possess NETA certification or equivalent, have a minimum of five years of experience in electrical power distribution system maintenance, maintain active SAM registration, and ensure all technicians have OSHA 10-hour construction safety training with project managers holding OSHA 30-hour certification. The evaluation will be based on technical capability, pricing, and a schedule service plan, with the government anticipating a firm-fixed price contract award. Technical questions were due by August 18, 2025, and the final proposal submission deadline has been extended to September 3, 2025, at 3:00 PM Central Time.
This solicitation is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 238210 with a size standard of $19 million. No incumbent contractors are identified in the available documentation. The contract includes a 180-day period of performance beginning September 8, 2025, requiring completion of work within five days once commenced, including a mandatory 4-hour power outage test of the Essential Electrical System and comprehensive reporting within 15 days of completion. Work will be performed at the Alexandria VA Health Care System located at 2495 Shreveport Hwy 71 North, Pineville, Louisiana 71360. The procurement encompasses two primary contract line items covering the electrical power distribution system maintenance and infrared scanning services, with some tasks requiring after-hours scheduling in patient care areas to minimize operational disruption.
