About this file

This document is a set of Questions and Answers (Q&A) for solicitation 36C25625Q1335 regarding Electrical Power Distribution at a VA facility. The Q&A covers detailed specifications for electrical testing and maintenance, including requirements for testing various electrical systems such as medium voltage transformers, generators, MCC buckets, AC/DC inverters, and circuit breakers. Key points include: work must be completed within 5 days, some tasks require after-hours scheduling in patient care areas, and testing must comply with multiple standards including NETA MTS-2023, NFPA codes, and VHA Directive 1028.

Technician qualifications are specified as NETA or equivalent certification, with NICET certification acceptable. All technicians must have OSHA 10-hour construction safety training, and the project manager must have OSHA 30-hour training. Specific testing requirements include infrared scanning of all items in the electrical inventory, visual inspection of transformers, dissolved gas analysis of transformer oil, and four-hour emergency generator testing every 36 months. The facility notes that detailed one-line electrical diagrams and previous electrical test reports are available on a hard CD that can be mailed via USPS.

36C25625Q1335 - Electrical Power Distribution Questions

1. To ensure an accurate assessment of the scope of work, please provide a one-line diagram of the facility.

See attached facility one-line

2. If a one-line diagram is unavailable, kindly verify the operating voltage for the listed equipment.

See attached facility one-line

3. Is primary or secondary injection testing required for any breakers? If yes, what criteria determines this?

Refer to NETA MTS-2023 and manufacturer’s guidelines in addition to guidelines referenced in item 8 below.

4. Please confirm the working hours for performing this scope.

Some work can be performed during regular business hours Mon-Fri 7:30am-5:00pm. All patient care areas include Bldgs. 7 In Patient Hospital, 4 Food & Nutrition,9 In Patient Mental Health, Bldg. 6 In Patient Nursing Home (CLC), Boiler Plant and Chiller Plant will need to be completed after-hours and weekends during the 5- day schedule event.

5. Section 5.A on page 8) Is it really necessary for all work to be scheduled to be completed in 5 days? Yes 5 days seems too short to test all the equipment listed, even considering a large number of technicians on site. Can the VA be flexible on this?

No, 5 days has been the best past practice for our Facility to prevent patient care disruptions and limitations to daily operations. Previous contractors have successfully performed this work as scheduled with no alterations required to the phased approach for the benefit of the facility.

6. (Section 5.D on page 9) This section is about "Attachments. Government Furnished"

Attachments 2 and 3 were not provided, could you please provide the one line drawings and the latest Electrical Power System study?

See one-line attached. Alexandria VA has a CD from previous EPS, it s too large for a digital copy. Hard CD can be mailed via USPS.

7. (Section 5.F on page 9) This section is about "Infra-Red Scanning/Thermographic Survey."

Do only the devices listed in the "Electrical Inventory" on pages 12 and 13 need to be scanned? If not, please provide a complete list of panels and other devices that need to be included.

All items listed in Electrical Inventory.

8. Please provide the test specifications.

All work performance shall be completed in compliance with the latest versions of the following Standards and Guidelines unless a conflict arises concerning requirements for maintenance or testing, then the most stringent requirement shall apply, unless otherwise directed by this contract or the CO:

• American National Standards Institute (ANSI)/International Electrical Testing Association (NETA) Maintenance and Testing Specification (MTS)

• Veteran’s Health Administration (VHA) Directive 1028.

• NFPA 70B

• NFPA 70E

• NFPA 99

• NFPA 101

• The Joint Commission (TJC) 02.05.01

• Manufacturer’s requirements

9. Can all circuit breakers be tested by secondary insertion?

Refer to NETA MTS-2023 and manufacturer’s guidelines in addition to guidelines referenced in item 8 above.

10. Can MV transformer testing be limited to IR scanning, oil sampling, and inspection?

Medium voltage transformers shall be visually inspected for damage, leaks, presence of operating gauges and pressure levels. Transformers shall be infrared scanned, partial discharge tested and included oil samples. Oil samples shall be tested using dissolved gas analysis testing as follows:

Screen Test:

Dielectric strength Water content (ppm) Visual Sediment Color Acidity Specific Gravity

Comprehensive Test:

Refractive index Viscosity

Interfacial tension Other Testing:

Gas-in-oil analysis

11. If the answer to the previous question is no, should we perform tests for Polarization Index, Excitation Current, Turns Ratio, Insulation and Winding Resistance on the transformers?

Not Required.

12. Is it necessary to provide a complete test of the relays (pick up, instantaneous... etc) or do they just need to be inspected?

Testing shall be in accordance with testing specifications outlined in item 8 above.

13. What kind of testing is required on MCC Buckets?

14. What type of testing should be performed on generators? Is load bank testing required?

Load Bank Testing is not required. All emergency generators require four (4) hours run with utility power de-energized, required every 36 months.

15. What type of test should be performed on AC/DC Inverters?

16. Can you please provide the latest electrical test report?

Alexandria VA has a CD and hard copies from previous electrical test report, it is too large for a digital copy. Hard CD can be mailed via USPS.

17. Will we have the opportunity to ask further questions after the answers are provided?

Perhaps new questions may arise.

Questions may be asked but due to the questions period has past the question may not be answered.

18. None of our electricians are NETA-Certified Technicians. However, all of them are

NICET-Certified Technicians. Could you confirm whether NICET certification is acceptable for performing the work outlined in your scope?

Yes, Contractors shall be certified by the International Electrical Testing Association (NETA) or equivalent certifying organization as Certified Technicians with each having completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. Superintendent or Project Manager must have OSHA 30-hour construction training; or

People who, by their education, training, and specialized experience can qualify for certification but who have not yet applied or taken the certification exams. These people must submit three (3) references on projects of similar size and complexity and demonstrate that they have the required specialized knowledge and five (5) years’ experience in electrical switchgear and power distribution systems testing; or

Persons with higher qualifications, such as a BS degree in Engineering, if they submit three

(3) references on projects of similar size and complexity and demonstrate that they have the acquired specialized knowledge and five (5) years’ experience in electrical switchgear and power distribution systems testing.
