About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 12, seeks inspection and repair of fire and smoke doors at Jesse Brown VA Medical Center, with proposals due July 17, 2026. The procurement is 100 percent small business set-aside.
Place of performance encompasses five buildings across the Chicago facility: Damen, Taylor, Ogden, Clinics, and Bed Tower, with 585 fire and smoke door openings requiring inspection under NFPA 80-101 standards. Personnel must obtain VA Security Clearances, comply with Illinois State Fire Codes and NFPA Standards, and hold NFPA 80 Fire Inspector Certification or equivalent; the solicitation previously required State Licensed Master Electrician or Registered Journeyman Electrician credentials but amended on July 13 to specify NFPA 80 Fire Door Inspector certification instead. A single NFPA 80 Fire Inspector Certified technician may serve as the on-site supervisory person required during all work hours, eliminating the need for separate supervisory labor.
Authorized minor repairs during inspection include installation of mutes, repair of small holes in doors and frames, door closer adjustments, removal of excessive signage, removal of material from glazing, replacement of missing screws, and installation of hinge filler plates. Smoke seals are excluded from the scope but any missing seals required for compliance must be documented in the final report. Work is performed Monday–Friday, 7:00 a.m. to 4:30 p.m. The final inspection report is due within four weeks of completion; documentation and invoices are due no later than five business days after project completion.
The NAICS code is 561621, Security Systems Services, and the PSC is H312, Inspection – Fire Control Equipment. The contract is firm-fixed-price with a base year plus four option years. Offerors must acknowledge all amendments, submit past performance information, comply with Service Contract Labor Standards (WD2015-5017 Rev32), maintain background investigations and PIV credentials, and limit subcontracting to 50 percent. A mandatory site visit was scheduled for July 7, 2026. The VA will provide current door schedules and floor plans and offer escort assistance if room locations cannot be identified.

See additional Vendor Questions below:
Questions:
1) Applicable Performance Standards item 2 requires The Prime Contractor to always have a competent supervisory person on site when any workers or sub-contractors are present.
a. This scope of work only requires a single qualified fire door technician. Mandating an additional on-site supervisor effectively doubles the labor cost for a one-person task. Will the VA reconsider the requirement for this specific service contract to preserve taxpayer dollars and ensure fair, reasonable pricing?
- Yes, if they re NFPA 80 Fire Inspector Certified.
2) In the instructions to offerors, (2) Technical Capability, item c requires a minimum qualification as a State Licensed Master Electrician or Registered Journeyman Electrician. Fire door inspections, as stated in the SOW, do not involve an electrician of any kind as a fire door is an assembly, not an electrical system or component.
a. To ensure proper quality control over the contract, would the government consider revising this requirement to an NFPA 80 Fire Door Inspector certification or equivalent to ensure the properly qualified technicians are performing this work.
Yes.
