About this opportunity
The Department of Veterans Affairs Network Contracting Office 15 seeks quotes for semiannual fire, smoke, and automatic door inspection, maintenance, and repair services at the Dwight D. Eisenhower VA Medical Center in Leavenworth, Kansas, with quotes due November 10, 2026, at 3:00 p.m. Central Standard Time. The procurement is a Total Small Business set-aside under NAICS 541350, Building Inspection Services, open to offerors small under that code and active in SAM.gov at quote submission.
The Government intends a single firm-fixed-price indefinite-delivery indefinite-quantity contract with five 12-month ordering periods (60 months), estimated to run November 1, 2026 through October 31, 2031. Work is performed at the medical center, 4101 S. 4th Street, Leavenworth, KS 66048, across multiple buildings. Scope covers semiannual inspection and minor adjustment of about 126 manual fire and smoke door assemblies under NFPA 80 and NFPA 105, and semiannual inspection and preventive maintenance of about 57 automatic doors under ANSI/BHMA A156.10. Service-call response is 24/7, with repairs ordered by task order. Automatic-door work requires AAADM-certified technicians, and manual-door inspection requires fire door inspector credentials (DHI FDAI, ICC, or equivalent). Electrified locking hardware and access-control components are excluded from scope. The Service Contract Labor Standards apply under Wage Determination 2015-5105, Leavenworth County, Kansas.
The RFQ summary reports a $2,500.00 guaranteed minimum and a $750,000.00 total maximum across all five ordering periods. The Government will issue one bulk-funded task order per period, and repair parts are estimated at $30,000 per period (CLIN X005). Prices must be fully burdened. The first inspection round must begin within 30 calendar days of award and finish within 60 calendar days, with inspection reports due within 10 working days of round completion.
Award is best value. Technical Capability is most important, followed by Past Performance, Price, and Veterans Involvement (SDVOSB/VOSB status). A Technical Capability rating of unacceptable makes an offer ineligible. Volume I (technical and past performance, maximum 10 pages) and Volume II (pricing) are submitted separately as searchable PDFs by email to michael.murphy7@va.gov.
Amendment 0003 (P03), posted November 2, 2026, supersedes Amendment P02 and addresses 35 vendor questions. Offerors must acknowledge all amendments with their quotes. Wage determination revision, federal equivalent rates, inspector certificate equivalency, ICRA containment pricing, and PIV access remain pending further amendment. The site visit (October 15) and question deadline (October 16) have passed. Point of contact is Contracting Officer Michael Murphy, 913-946-1970.
