About this opportunity

The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 23 (NCO 23) seeks electrical equipment testing services for the VA Central Iowa Health Care System in Des Moines, Iowa, with proposals due July 17, 2026 at 12:00 PM Mountain Daylight Time. This is a total Service-Disabled Veteran-Owned Small Business set-aside evaluated under Lowest Price Technically Acceptable criteria per FAR provision 52.212-2.

Work must be completed within four consecutive days (Friday through Monday, 0700–1800 hours) before September 30, 2026. The scope includes testing of 17 medium-voltage liquid-filled transformers (including oil sampling and testing), air-insulated switches, low-voltage circuit breakers requiring manual and mechanical functional testing per VHA Directive 1028, three Schweitzer SEL-351A protective relays (ANSI designations 50P and 51P) in buildings 35, 36, and 37, grounding systems, and infrared/thermographic scanning before and after completion. All work must comply with NFPA 70, 70B, and 70E standards and VHA Directive 1028.

Crew leaders must hold current NETA Level III certification or higher; technicians must hold NETA or NICET certification. Crew leaders require OSHA 30-hour training; subordinate technicians require 10-hour training. Contractors must demonstrate minimum five years of experience with comparable electrical power distribution systems. For service calls, the crew leader must be onsite and hold Level III Certification or higher within two hours of dispatch; the same crew performing initial inspection will conduct repairs if needed, with a Maintenance Supervisor present onsite.

The award value is $12.5 million. Invoices are submitted upon 100% completion. Service Contract Act wage determination WD 2015-4979 applies. Subcontracting is limited to 50% for services. Questions must be received 72 hours before the deadline.
