Vendor Question 1 VA Response 1

We are requesting clarification regarding the grounding system and ground-fault protection system.

Would the Government be able to provide the one-line drawings for the electrical distribution system to assist offerors in preparing their pricing?

The Government attached the one-line drawing but these are only for reference and may not include everything.

Vendor Question 2 VA Response 2

Will the MV transformers only undergo cleaning, visual inspection and oil sampling, meaning no electrical tests such as Polarization Index, Excitation Current, Turns Ratio, Insulation, and Winding Resistance?

No. As written in the SOW, the requirement includes transformer testing, not only cleaning, visual inspection, and oil sampling.

The SOW specifies: “Oil sampling and testing for 17 medium voltage liquid-filled transformers shall also be included as part of this service.”

Do LV circuit breakers need to undergo electrical testing?

Yes, per Attachment "VHA Directive 1028" mentions testing and manually exercising the circuit breakers.

If LV circuit breakers require electrical testing, can they be tested using only secondary injection?

No. LV circuit breakers may include secondary injection as part of the testing process, but they cannot be tested only by secondary injection. Mechanical and functional operation testing is explicitly required by the directive.

Regarding testing of LV circuit breakers, Attachment "VHA Directive 1028" only mentions testing and manually exercising the circuit breakers. No electrical testing (injection testing) is required?

Yes. VHA Directive 1028 does not require electrical injection testing for LV molded-case circuit breakers.

Only manual and mechanical functional testing is required.

In section "The Contractor Shall", page 8 -item 13, it is requested to perform the Infrared/thermographic scanning of all the equipment BEFORE and AFTER. Is it really necessary to perform (2) IR scans? This implies a doubling of the price for the IR scan.

Yes, as per the SOW.

We are requesting clarification regarding the requirement for protective relay testing.

The Statement of Work includes protective relays as part of the equipment to be inspected and tested. However, we were unable to locate any protective relays in the Equipment List Breakdown.

Can the Government please clarify whether protective relay testing is required for this requirement? If so, please identify the applicable equipment or provide the relay inventory.

They are part of the main switch gears in buildings 35, 36, and 37.

There will be one in each of those buildings, a total of 3.
