About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19 seeks elevator inspection services on an IDIQ contract for the Sheridan VA Health Care System in Sheridan, Wyoming, with proposals due June 25, 2026, at 10:00 a.m. Mountain Time, and questions due June 17, 2026. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside.

Period of performance runs August 1, 2026, through July 31, 2031 (five years: one base year plus four one-year option periods). Place of performance is 1898 Fort Road, Sheridan, Wyoming. The NAICS code is 238290 (Other Building Equipment Contractors), small business size standard $22 million.

All contractor personnel must hold current Qualified Elevator Inspector (QEI) certifications. Services include semi-annual routine inspections and annual periodic inspections on fourteen elevators (Dover, Otis, Thyssen Krupp, Langley, and Harmar Summit brands) and one wheelchair lift, plus five-year load tests on elevators. All work must comply with ASME A17.1, NFPA Life Safety and Fire Codes, OSHA regulations, and applicable state and local safety codes. The contractor coordinates with the Contracting Officer's Representative, provides minimum two weeks' notice for service visits during standard VA business hours (7:30 a.m. to 4:00 p.m., Monday–Friday, excluding federal holidays), and submits inspection reports within 45 calendar days of completion. The VA Elevator Maintenance Contractor provides all testing equipment, weights, tools, labor, and elevator operation; the inspection contractor witnesses, documents, and certifies results.

Evaluation uses simplified acquisition procedures with two non-price factors—capability and past performance—and price. Award goes to the responsible offeror whose compliant offer is most advantageous, with preference for lowest-priced compliant offer if capability and past performance are satisfactory. Offerors must submit capability statement with QEI certification and insurance documentation, completed revised Attachment 1 Price Schedule with firm-fixed unit pricing, three relevant past performance references, and completion of VAAR 852.219-75 Certificate of Compliance. Service Contract Act wage determinations apply per Department of Labor Wage Determination 2015-5411 (Revision 28, effective May 13, 2026); however, the Service Contract Labor Standards exemption clause 52.222-52 applies if the offeror certifies that services are regularly offered to non-governmental customers at established prices and employees will spend less than 20 percent of time on the government contract.

An amendment posted June 17 replaced the Statement of Work and Price Schedule; no additional questions will be accepted. Offerors must acknowledge receipt of the amendment and ensure offers comply with FAR 52.212-1 commercial items requirements.
