About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 2 seeks line-item proposals for upgrade and modernization repairs on three passenger elevators and one service elevator at the VA New Jersey Healthcare System Lyons Campus, with proposals due November 20, 2026 at 1:00 PM Eastern Time. The procurement is a Service-Disabled Veteran-Owned Small Business set-aside issued as an RFP (36C24226R0097) under FAR Subpart 12.6 for commercial services. The November 20 deadline results from repeated extensions tied to the volume of RFI responses, and the August 14, 2026 mandatory site visit has passed.

Work is performed in Buildings 6 and 53 at 151 Knollcroft Road, Lyons, NJ 07939, with FOB Destination delivery. Offerors must hold elevator maintenance licensing or certification, employ full-time elevator mechanics, and submit safety and environmental records and Experience Modification Rates. Scope requires new non-proprietary, universally serviceable controllers, geared machines with rope grippers, car operating panels, hall fixtures, and cab upgrades. All parts must be new unless they meet current codes. Work must be performed by certified personnel directly employed by the contractor, and a third-party commissioning authority must certify code compliance. The contractor must obtain VA approval of cut sheets before installation. Compliance is required with the VA Elevator Design Manual 2023, NFPA 70, 13, 72, and 101 of applicable years, IBC 2024, ASME, and OSHA.

Each elevator may not exceed 13 weeks of shutdown. Work occurs during normal business hours (8:00 AM to 4:00 PM, Monday through Friday, excluding holidays), with 24/7 emergency dispatch required and full service maintained on active elevators throughout the project. Attachment C wage determination NJ20260042, dated May 18, 2026, applies.

Pricing is firm-fixed-price on the Attachment A line-item sheet, and no award value or ceiling is stated. The $22 million figure is the small business size standard for NAICS 238290, not a contract value. Evaluation factors are technical capability, past performance, and price, with no weighting stated. Award is anticipated within 120 calendar days of contract acceptance.

Submissions go by email to Contracting Officer Ms. Mitchelle Labady at mitchelle.labady@va.gov and must include the FAR 52.225-2 Buy American certificate, the VAAR 852.219-75 Limitation of Subcontracting certificate, completed representations and certifications or current SAM entries, and a statement accepting the terms or listing exceptions with rationale.

(ix)Â The provision at FAR 52.212-2, Evaluation-Commercial Items (OCT 2014), applies to this acquisition.

(A) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

FACTOR 1 TECHNICAL: Offeror (prime contractor) must be a licensed/certified elevator maintenance company. A copy of valid and current license must be submitted in proposal package. Offeror must have a full-time elevator mechanic on staff. The proposal will be evaluated to the extent to which it can meet and/or exceed the Government s requirements as outlined in the solicitation and based on the information requested in the instructions to proposals section of the solicitation.

SAFETY OR ENVIRONMENTAL VIOLATIONS AND EXPERIENCE MODIFICATION RATE (EMR):

Additionally, Offerors shall submit the following information pertaining to their past Safety and Environmental record. The information shall contain, at a minimum, a certification that the offeror has no more than three (3) serious, or one (1) repeat or one (1) willful OSHA or any EPA violation(s) in the past three years.

All Offerors shall submit information regarding their current Experience Modification Rate (EMR). This information will be obtained from the offeror s insurance company and be furnished on the insurance carrier s letterhead.

Self-insured contractors or other contractors that cannot provide their EMR rating on insurance letterhead may obtain a rating from the National Council on Compensation Insurance, Inc. (NCCI) by completing/submitting form ERM-6 and providing the rating on letterhead from NCCI. Note: Self-insured contractors or other contractors that cannot provide EMR rating on insurance letterhead from the states or territories of CA, DE, MI, NJ, ND, OH, PA, WA, WY, and PR will obtain their EMR rating from their state-run worker s compensation insurance rating bureau.

FACTOR 2 - PAST PERFORMANCE: The past performance evaluation will assess the relative risks associated with a proposal s likelihood of success in fulfilling the solicitation s requirements as indicated by the proposal s record of past performance. The past performance evaluation may be based on the contracting officer s knowledge of and previous experience with the supply or service being acquired; Customer surveys, and past performance questionnaire replies; Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis.

FACTOR 3 PRICE: Offeror shall complete the line-item table in section v. of this combined synopsis/solicitation and the attached price sheet. The total dollar value of the price sheet shall be used to compare pricing between price proposals and to properly evaluate price reasonableness as determined by Contracting Officers price analysis.

Failure to provide the information requested in the evaluation criteria may result in being found non-responsive.

(B) Following receipt of quotes, the Government will perform a comparative evaluation. The Government will compare quotes to one another to select the offer that best benefits the Government.

(C) A written notice of award or acceptance of an offer, emailed or otherwise furnished to the successful offeror within the time for acceptance specified herein as 120 calendar days, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(x)Â The provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this acquisition. * All firms or individuals submitting a quote shall include a completed copy of this provision OR have current Representations and Certifications in the System for Award Management (SAM - https://www.sam.gov).
