About this file
This file is a Questions and Answers document for a federal solicitation for elevator inspection services at the Sheridan VA Medical Center in Wyoming. The document addresses 25 questions from prospective offerors regarding inspection scope, pricing structure, equipment classification, and operational procedures for the contract period of August 1, 2026 through July 31, 2031.
Key clarifications from the government responses include: (1) the revised price schedule removes "Semi-Annual/" nomenclature from annual inspection CLINs to prevent double-counting, with one semi-annual routine inspection and one annual periodic inspection required per calendar year per elevator; (2) annual inspections are included within the five-year Category 5 load tests at no additional charge; (3) wheelchair lifts and material lifts are excluded from five-year load test requirements; (4) the VA Elevator Maintenance Contractor provides all testing equipment, weights, tools, labor, and elevator operation, while the Elevator Inspection Services Contractor witnesses, documents, and certifies results; (5) the VA Elevator Maintenance Contractor performs all necessary equipment removal/reinstallation and preparation; (6) emergency power operation testing and fire alarm recall testing are not included in this contract; (7) current/valid QEI (Qualified Elevator Inspector) certification is the only licensing requirement needed; (8) inspections typically occur during normal working hours with some requiring shutdowns coordinated through the Contracting Officer Representative; and (9) a site visit will not be arranged, but a public campus map is available. The solicitation is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and all inspection reports must be submitted to the VA Contracting Officer Representative. No additional questions are being accepted.

Questions and Answers
Question 1: The Statement of Work (SOW) states that the Annual Periodic Inspection shall be scheduled and conducted in conjunction with, and in addition to, the Semi-Annual Routine Inspection. However, Attachment 1 includes separate Contract Line Item Numbers (CLINs) for “Semi-Annual” inspections and additional CLINs labeled “Semi-Annual/Annual” inspections for the same equipment. Semi are performed once a year and annuals are required per code to be performed once a year.
Can the Government confirm whether the “Semi-Annual/Annual” CLINs are intended to be the Annual Periodic Inspection only? If so, can Attachment 1 be revised to remove “Semi-Annual/” from those CLIN descriptions and identify them as “Annual Periodic Inspection” CLINs?
Government Response: Yes; the "semi annual" can be removed from the annual requirement. See Attachment 1 - Price schedule_rv attached.
Question 2: Please confirm the intended number of inspections per elevator per ordering period. Is the intent for each elevator to receive one Semi-Annual Routine Inspection and one Annual Periodic Inspection per ordering period, with the Annual Periodic Inspection performed during the same visit/month as the Semi-Annual Routine Inspection?
Government Response: There will be one (1) semi-annual inspection and one (1) annual inspection per calendar year, per elevator.
For Elevators requiring a 5-year test, the annual inspection should be included in the 5 year test not as an extra charge, as the 5-year inspection encompasses all the annual inspection requirements…and more.
Question 3: The current CLIN descriptions may cause offerors to price the Semi-Annual Routine Inspection twice: once under the “Semi-Annual” CLINs and again under the “Semi-Annual/Annual” CLINs. Will the Government issue a revised price schedule to prevent double-counting and ensure all offerors price the same inspection frequency?
Government Response: Yes; the "semi annual" can be removed from the annual requirement. See Attachment 1 - Price schedule_rv attached.
Question 4: Attachment 1 includes 5-Year Load Test CLINs for traction elevators and hydraulic elevators only. The SOW states that all equipment listed in the SOW shall be inspected annually, semi-annually, and every five years. Please confirm whether the wheelchair lift, material lift, freight drum elevator, and other non-standard units are excluded from the 5-year load test pricing requirement, or if additional CLINs should be added.
| Government Response: Correct; the wheelchair lift and the material lifts are excluded from the 5-year load test. | |
| Question 5: | The SOW equipment inventory lists Serial Number BE3301 as Building 35, Freight (Drum). However, Attachment 1 appears to list BE3301 under “Material Lift” and/or “Material Lift Hydraulic” inspection CLINs. Please confirm the correct equipment classification for BE3301 and whether the price schedule will be revised. |
Government Response: Confirmed; see Attachment 1 - Price schedule_rv attached.
Question 6: Attachment 1 contains two worksheet tabs. One tab appears to be a blank or incomplete pricing template, while the other contains the detailed CLIN descriptions. Please confirm which worksheet/tab offerors are required to complete and submit.
Government Response: Attachment 1 – Price schedule has been replaced with Attachment 1 - Price schedule_rv.
Question 7: For the 5-Year inspection/load test due before 8/13/2026, please confirm whether the VA Elevator Maintenance Contractor will provide the licensed elevator mechanics, test weights, tools, and labor necessary to perform the test, while the Elevator Inspection Services Contractor witnesses, documents, and certifies the results.
Government Response: Yes; the maintenance contractor will be present with the weights, and all necessary tools needed for the test. The Elevator Inspection Services contractor will witness, document, and certify.
Question 8: Please confirm whether any of the elevators are connected to emergency generator power. If so, should emergency power operation be tested during the required inspection/testing, and will the VA coordinate generator operation during the inspection?
Government Response: Yes; there are elevators linked to emergency power. No; this requirement does not include testing of the emergency power operation. Coordination of the generator operations will not be required for elevator inspections.
Question 9: Please confirm whether fire alarm recall testing is required as part of the annual or 5-year inspection effort, including verification that each elevator recalls to the designated and alternate recall locations and that the required initiating devices activate as required. If so, will the VA coordinate the fire alarm vendor and facility support needed for this testing?
Government Response: VA’s Elevator Maintenance Contractor performs the recall testing during the year. Fire alarm recall testing is not part of this requirement.
Question 10: Are annual inspections required in addition to the CAT5 (5 year test) in the same year?
Government Response: No. Annual inspection is included in the CAT 5 (5-year) inspection. See Attachment 1 - Price schedule_rv attached
Question 11: I had previously applied for the Sheridan Wy inspections at the VA. I see its open again do I need to reapply or does it carry over?
Government Response: Responses to the Request for Information (RFI)- Sources Sought 36C25926Q0479 were for market research only.
[This] Request for Quote (RFQ) (Solicitation number 36C25926Q0525) is a combined synopsis/solicitation for Elevator Inspection Services and is 100% set-aside for SDVOSB.

Question 12: Is a site visit possible, so that our team can review the elevator inventory, site access, coordination requirements, and any existing conditions that may impact pricing?
Government Response: A site visit will not be arranged. All equipment is specified in the Statement of Work (SOW). Site access will be expedited via escort and coordination is directly with a single-Point of Contact; the Contracting Officer Representative (COR). The VA Elevator Maintenance Contractor will operate the elevator, while the Elevator Inspection Services Contractor (Contractor) witnesses, documents, and certifies the results. Question 16: Can the Government clarify whether the inspection contractor is responsible only for witnessing, inspecting, documenting, and certifying the testing, or whether the inspection contractor is expected to physically perform any testing activities beyond inspection?
Government Response: The Elevator Inspection Services Contractor (Contractor ) is responsible for witnessing, inspecting , documenting, and certifying the tests. The VA Elevator Maintenance Contractor will performs the testing and operates the elevator.
