About this opportunity
The National Park Service seeks emergency backup generator replacement, repair, inspection, testing, and preventive maintenance services at George Washington Memorial Parkway, with quotations due August 24, 2026 and an anticipated award date on or before September 7, 2026. This is a 100% small business set-aside under NAICS 811310 with a size standard of $12.5 million.
Place of performance includes three locations in the McLean and Arlington, Virginia areas, with a mandatory site visit scheduled for July 30, 2026 at 10:00 AM ET in McLean. The contract covers four generators: replacement of three existing units (Kohler 180REOZJB at Turkey Run Headquarters, Katolight-D105FPJ4 at D-2 U.S. Park Police Substation, and Kohler 230REOZDB at Arlington) or repair of the same three, plus preventive maintenance for all four including a fourth operational Kohler 20RE0ZK at Great Falls Park. Services include routine inspections, troubleshooting, preventive maintenance, emergency and after-hours repairs, consumable parts and fluids, corrective repairs, and bi-annual load bank testing in accordance with manufacturer requirements and NFPA 110 standards where applicable.
The base performance period runs September 14, 2026 through September 13, 2027, with four optional one-year renewal periods extending through September 13, 2031. This is a firm-fixed-price commercial contract under FAR Part 12. Offerors must be registered in SAM with active UEI and verified small business status at quote submission, award, and throughout performance. The price schedule requires line-item costs for both replacement and repair options; the government will select based on price, technical qualifications, and past performance. Contractor must demonstrate three years' experience and provide minimum three past performance examples from the past five years with similar scope and size. Liability insurance must cover $100,000 per person, $500,000 per occurrence, and $100,000 property damage. Service Contract Act wage determinations apply. All invoices must be submitted electronically through the Invoice Processing Platform (IPP). Amendment 0001 issued August 17 added revised pricing schedule and questions-and-answers; funds are not currently available, and the government reserves the right to cancel before or after closing with no obligation to reimburse offerors.
