Preventive maintenance covers nine major system categories: cooling systems, lubrication systems, fuel systems (diesel and gaseous), starting systems, exhaust systems, air intake systems, installation inspection, control panel and electrical systems, and service completion verification. Services will be performed at three locations in the McLean and Arlington, Virginia areas on four total generators (one at each of two locations is operational with no repairs needed). Maintenance intervals will be directed by GWMP and may include monthly monitoring, quarterly, semi-annual, annual, and bi-annual load bank testing in accordance with manufacturer requirements. Deliverables after each service visit include detailed service reports, oil analysis laboratory reports when applicable, records of fluid replenishment, and lists of identified deficiencies with recommended corrective actions and repair priorities. All services must comply with generator manufacturer recommendations, NFPA 110 industry standards where applicable, and federal, state, and local safety and environmental regulations.

STATEMENT OF WORK (SOW)

GWMP Emergency Generator Inspection, Testing, and Preventive Maintenance

1. Project Title

GWMP Emergency Generator

2. Agency / Location

George Washington Memorial Parkway (GWMP)

3. Objective

A; The purpose of this Statement of Work (SOW) is to establish a Base Period plus Four (4) Option Periods contract for the REPLACEMENT of three (3) as like generators for operational readiness of GWMP-owned emergency generators. The Contractor shall replace as like and shall perform inspections, testing, adjustments, and preventive maintenance services to ensure generators remain in a reliable state of readiness to provide uninterrupted emergency power.

B; The objective of this Statement of Work (SOW) is to establish a Base Period plus Four (4) Option Periods contract for the REPAIR, inspection, preventive maintenance, testing, and operational readiness of existing GWMP-owned emergency generators. The Contractor shall provide all labor, supervision, materials, tools, equipment, and incidental services necessary to ensure all generators remain fully operational and capable of providing uninterrupted emergency power in accordance with manufacturer recommendations, applicable codes, and industry standards.

Services shall include routine inspections, testing, adjustments, troubleshooting, preventive maintenance, emergency/after hour repairs, consumable parts and fluids.

corrective repairs, replacement of defective or worn components, ongoing operational monitoring, and bi-annual load bank testing to verify system reliability and performance.

Non-consumable items, including major parts, components, and equipment requiring repair or replacement outside the scope of routine maintenance, shall be separately priced on an as-needed basis through a Request for Quote (RFQ) issued by the Contracting Officer (CO). Labor costs associated with such repair or replacement services shall be determined in accordance with the pricing established under the contract.

4. Scope of Work

The Contractor is responsible to repair/Replace 3 each Generators to serviceable/working conditions to include furnishing all labor, supervision, tools, materials, equipment, transportation, and incidentals necessary to perform preventive maintenance and inspection services on GWMP emergency generator systems. Services shall be performed on a total of 4 generators in accordance with manufacturer guidelines, industry best practices, and applicable codes and regulations.

Preventive Maintenance services shall include, but are not limited to, the inspection, testing, adjustment, and servicing of the following generator system components:

4.1 Cooling System

• Visually inspect radiator or heat exchanger for leaks, damage, or obstructions.

• Check coolant level and replenish as required.

• Test coolant for proper antifreeze concentration.

• Test and record corrosion inhibitor concentration.

• Inspect and verify jacket water heater operation; adjust thermostat if required.

• Inspect radiator cap, gasket, and sealing surfaces.

• Inspect water pump and cooling system gaskets for leaks.

• Inspect belts for proper tension, cracking, or fraying (where accessible without disassembly).

• Inspect pulleys for wear and lubricate hub bearings as required.

• Inspect flexible coolant hoses for cracking, leaks, and pliability; tighten clamps as necessary.

4.2 Lubrication System

• Check engine oil level and replenish as required.

• Collect oil samples for laboratory analysis (not to exceed quarterly unless otherwise directed).

• Inspect for excessive crankcase blow-by during operation.

• Inspect crankshaft seals and lubrication system gaskets for leaks.

• Inspect oil hoses and connections for leaks, cracking, or deterioration.

4.3 Fuel System – Diesel

• Inspect flexible fuel lines for cracking, leaks, and pliability.

• Check day tank and/or base tank fuel levels and verify pump operation.

• Operate fuel priming pump and inspect for proper operation and leaks.

• Drain water from fuel/water separators.

• Inspect the entire fuel system for leaks.

• Inspect electronic governor connections and actuator operation.

• Inspect steel fuel lines for leaks, cracks, and proper support.

4.4 Fuel System – Gaseous (Natural Gas / Propane)

• Inspect fuel system for gas leaks.

• Inspect ignition system components, including spark plug wires and ignition coils.

• Inspect and adjust governor and actuator linkage as required.

4.5 Starting System

• Record battery electrolyte specific gravity for accessible batteries.

• Top off electrolyte in lead-acid batteries using distilled water.

• Verify and record battery charger and alternator output.

• Verify proper cranking termination during startup.

• Clean battery terminals and apply corrosion inhibitor as required.

• Inspect and tighten battery cable and starter motor connections.

4.6 Exhaust System

• Inspect flexible exhaust couplings for cracks, leaks, or missing hardware.

• Inspect exhaust manifolds for oil or fuel residue.

• Inspect exhaust rain caps and outlet screening.

• Drain exhaust moisture traps as required.

4.7 Air Intake System

• Inspect air filters for restriction or deterioration; clean or replace as required (if included).

• Inspect intake piping for damage or loose connections.

• Inspect air cleaner seals for proper sealing and pliability.

• Inspect turbocharger for excessive end play and oil seal leakage, where accessible.

4.8 Installation Inspection

• Perform walk-around inspection of generator installation.

• Inspect vibration isolators and mounting hardware.

• Check for abnormal noise or vibration during operation.

• Inspect for oil, fuel, and coolant leaks while unit is running.

• Verify operation of remote fans, pumps, thermostats, and valves.

• Verify proper operation of louvers during start, run, and shutdown.

4.9 Control Panel and Electrical System

• Verify control panel illumination and safety lamp operation.

• Inspect electronic control panels for alarms or fault codes and notify GWMP of deficiencies.

• Verify operation and accuracy of gauges and instruments during operation.

• Adjust engine governor to maintain proper frequency.

• Adjust voltage regulator to maintain rated output voltage.

• Clean control panels of excessive dirt and debris.

• Test emergency stop functionality.

4.10 Completion of Service

Upon completion of maintenance services, the Contractor shall:

• Return generator controls to automatic mode.

• Verify generator circuit breakers are set correctly.

• Verify fuel valves are in proper operating position.

• Verify battery charger operation.

• Verify day tank controls (if applicable).

• Verify louver and ventilation controls.

• Verify jacket water heater operation.

5. Generator Locations

Preventive maintenance services shall be performed at the following locations:

6. Deliverables

The Contractor shall provide the following deliverables after each service visit:

• Detailed service report documenting inspections, testing, and maintenance performed.

• Oil analysis laboratory report, when applicable.

• Record of coolant, oil, and fuel replenishment.

• List of deficiencies recommended corrective actions, and repair priorities.

7. Performance Standards

All services shall be performed in accordance with:

• Generator manufacturer recommendations.

• Applicable industry standards for emergency generator maintenance (e.g., NFPA

110 where applicable).

• Federal, state, and local safety and environmental regulations.

8. Period of Performance

The Period of Performance shall consist of:

• Base Period: One (1) year

• Option Periods: Four (4) additional one-year option periods

Preventive maintenance shall be performed at intervals directed by GWMP, which may include monthly monitoring, quarterly, semi-annual, annual, and bi-annual load bank testing, in accordance with manufacturer requirements.
