140P8526Q0095 Repair/Replace Generators

1. The SOW identifies two possible base-year approaches: replacement of three generators or repair of three generators. Are offerors required to submit separate pricing for both alternatives, or should only one approach be proposed? Offerors should provide pricing for both base year approaches.

2. If the Government intends to award the repair option, can inspection reports, deficiency lists, service records, photographs, or diagnostic information be provided for the three generators requiring repair? Minimal reports available

3. For generator replacement, please confirm whether the contractor’s scope includes removal and disposal of the existing units, rigging, concrete pad modifications, fuel-system work, electrical wiring, transfer-switch modifications, permits, inspections, startup, and commissioning. The replacement generator must be fully operational as stated int the SOW “The Contractor shall replace as like and shall perform inspections, testing, adjustments, and preventive maintenance services to ensure generators remain in a reliable state of readiness to provide uninterrupted emergency power.” If all the items listed are required to make sure the generators are replaced and fully operational then it is included in the contractors scope. The removal and disposal is included in order to support the placement of the new generator.

4. Please confirm the required number and frequency of preventive-maintenance visits for each contract year. The SOW references monthly, quarterly, semiannual, annual, and bi-annual intervals but does not establish a firm service schedule. 2 load tests a year and maintenance per manufacture recommendations

5. Does “bi-annual load bank testing” mean twice per year or once every two years?

Biannual, or semiannual, means twice per year, and Biennial means once every two years.

6. Please confirm the required emergency and after-hours response time, and whether historical emergency-call volume is available. 2-hour response time no call volume available

7. Will all four generator locations be available for inspection during the July 30 site visit?

All four (4) were available during the site visit.

8. Is the base requirement Option A—replacement of three generators with like units—or Option B—repair, preventive maintenance, testing and operational support of existing generators? The SOW presents both alternatives and later states the contractor is responsible to “repair/replace” three generators. Please provide pricing for both options.

The intent is to award either the replacement of three (3) generators and maintenance of four (4), or repair of the three (3) non-operational generators and the maintenance of four

(4) total over the life of the contract. One generator will not need replacement or repair as it is operational but will need to be maintained along with the others.

9. The SOW states services will be performed on four generators, while replacement/repair language refers to three. Please identify the exact base-period work for each generator.

Three (3) of the four (4) generators will either need replacement or repair work to be operational. The fourth is currently operational but will be maintained similar to the three once they are either repaired or replaced.

1. 10. Please provide the make, model, serial number, kW rating, voltage, fuel type, transfer-switch information, condition/deficiencies and precise location for every affected generator. NO REPAIRS NEEDED this unit is operational only 1 year old

11. Please confirm whether replacement generator supply, removal, rigging, electrical work, fuel work, permits, startup, commissioning and disposal must be included in the base lump sum. The replacement generator must be fully operational as stated int the SOW “The Contractor shall replace as like and shall perform inspections, testing, adjustments, and preventive maintenance services to ensure generators remain in a reliable state of readiness to provide uninterrupted emergency power.” If all the items listed are required to make sure the generators are replaced and fully operational then it is included in the contractors scope. The removal and disposal is included in order to support the placement of the new generator.

12. Please confirm the inspection/maintenance frequency,per manufacture recommendation emergency response time 2 hrs, after-hours coverage, load-bank-testing frequency twice a year and whether major non-consumable parts are excluded from the base price and ordered separately. included

13. The scheduled site visit occurred July 30, before obtaining the complete package. Can a qualified generator subcontractor receive an alternate site visit or facility walk-through before the August 24 closing date? No.

14. The instructions require a technical narrative showing three years’ experience and at least three similar past-performance examples. Can a company rely on and clearly attribute the committed subcontractor’s directly relevant experience, while accurately stating that a company has no completed federal prime contracts? You can use the subcontractors past performance, but your company must show the ability to manage federal prime contracts of similar size/scope.

15. Please confirm whether the Government intends to make one award covering the base and four option years and whether all option prices will be evaluated. The award will be funded for the current performance period, and the government will fund/exercise options if it is the best interest to do so. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.

16. Please confirm that no bonding is required and identify any licensing, OEM-authorized service, or specialty certification requirements. No bonding is required. Your technical narrative must demonstrate knowledge of, three (3) years’ experience in, any specialty certifications, and the offeror’s approach to accomplishing the services described in the attached SOW, however no specialty certifications have been identified.

17. Please confirm whether funds are expected before the September 14 anticipated start date. This is unknown as this time.

18. Annual maintenance frequency: The SOW states that preventive maintenance intervals may include monthly monitoring, quarterly, semi-annual, annual, and bi-annual load-bank testing. Please confirm the exact number and type of scheduled visits required per generator, per contract year, including monitoring visits, inspections, preventive maintenance, oil sampling, and load-bank testing. What is required by manufacturers.

19. PM1/PM2 maintenance structure: Would GWMP accept an annual maintenance cycle consisting of one PM1 visual/operational inspection, one PM2 full annual service including engine oil, oil filters, fuel filters and fuel/water separator service, and 1 visit for the required load-bank testing? If not, please provide the maintenance schedule and required service level for each visit. Yes

20. Current maintenance cycle: Where are the four generators currently within their maintenance cycles? Not currently in a cycle Would an initial PM1 inspection be acceptable as the contractor's first scheduled maintenance visit? yes

21. Meaning of “bi-annual” load-bank testing: Please clarify whether “bi-annual” means two load-bank tests per year or one test every two years. Please also confirm whether load-bank testing is required on all four generators during the Base Year and each Option Year. The SOW specifically uses the term “bi-annual but also Semi-Annual,” but does not define the intended frequency. twice a year

22. Load-bank test requirements: For accurate pricing, please provide the required duration per generator, load percentages/test profile, and whether resistive-only or another load-bank configuration is required (reactive). Please also provide the voltage and phase of each generator. This information will be based on manufacturers’ specifications.

23. Oil and coolant analysis frequency: The SOW states that oil samples may be collected up to quarterly. Please confirm the actual number of oil-analysis and coolant samples required per generator per year. Is 1 acceptable? yes

24. Normal work hours: Please confirm GWMP's allowable normal working hours. Can routine PM inspections, testing, and load-bank testing be completed during normal operating hours, approximately 0700-1700, or should after-hours labor be incorporated into the quoted price? Normal work hours only

25· Replacement versus repair pricing: Is GWMP requesting offerors to provide pricing for both Alternative A - Replacement and Alternative B - Repair, or may an offeror submit only one alternative? If both are requested, please clarify how GWMP intends to evaluate and select between the two alternatives. The solicitation states that the Base Contract Line will fund either replacement or repair. The intent is that companies provide pricing for both alternatives. The selection will be based on the evaluation criteria established in the solicitation along with the availability of funding.

26. Identification of the three units: Please confirm that the three generators contemplated for repair or replacement are the Kohler 180REOZJB, Katolight D105FPJ4, and Kohler 230REOZDB, and that the Kohler 20REOZK at Great Falls Park is excluded from repair/replacement but remains included in preventive maintenance and testing. The SOW identifies the Great Falls unit as operational with no repairs needed. Correct, GRFA generator is only needing service at this time.

27. Repair pricing methodology: The SOW requires the three generators to be repaired to serviceable/working condition but also states that major non-consumable components will be separately priced through subsequent RFQs. Please clarify what repairs are expected to be included in the Base Year lump-sum Repair price versus what will be separately authorized and quoted after inspection/diagnostics. bring generators up to serviceable condition

28. Undefined repairs following inspection: If the complete repair scope is not presently known, will GWMP allow the contractor to perform the initial inspection/diagnostics, submit documented deficiencies and corrective recommendations, and then provide individual repair quotations for GWMP/CO approval before proceeding with non-routine repairs? Yes, it must be clearly stated as such on the quote.

29. Repair labor rates: The SOW states that labor associated with repair/replacement services will be determined in accordance with pricing established under the contract.

Please clarify where offerors are to provide standard-hours and after-hours labor rates, as the provided Price Schedule does not contain separate labor-rate fields. A price is requested for the complete repairs. A revised price schedule has been included with amendment 1 which included a spot for both standard hourly rates and after-hours labor rates.

30. Emergency/after-hours repair calls: The SOW includes emergency/after-hour repairs.

Are emergency service calls intended to be included within the annual firm-fixed price, or will they be separately authorized and invoiced using established contract labor rates?

Please also provide the required emergency response time and whether 24/7 on-call availability is required.2 hours and separately authorized

31. Consumable parts and fluids: Please define what GWMP considers “consumable parts and fluids” included within the firm-fixed maintenance price. Specifically, should bidders include routine replacement of engine oil, oil filters, fuel filters, fuel/water separator elements, air filters, coolant, belts, batteries, and other normal service items, or are some of these to be separately authorized? The SOW currently states that consumables and fluids are included but does not provide quantities or replacement intervals. Routine replacement parts and fluids shall be provided as part of the routine maintenance and shall be replaced in accordance with the manufacturer suggested schedule.

32. Replacement specifications: For Alternative A, please provide complete electrical and mechanical information for the three generators to be replaced, including rated kW/kVA, voltage, phase, frequency, fuel type, main breaker size, starting/control voltage, enclosure requirements, fuel tank configuration/capacity, physical dimensions, exhaust arrangement, ventilation requirements, charger/heater requirements, remote annunciation, and control/communication requirements. This information is not available at this time.

33. Meaning of “as-like” replacement: Please clarify whether “as-like” requires the same manufacturer/model or whether an approved equal generator meeting GWMP's required electrical, mechanical, physical, and performance specifications is acceptable. The SOW currently only states that the three generators are to be replaced “as like.” are current gens all American made? Approved Equal will be accepted.

34. Electrical drawings and ATS information: Please provide available one-line diagrams, electrical drawings, feeder/conductor information, generator breaker information, ATS make/model/ampacity, control wiring diagrams, and remote annunciation/BMS/fire-alarm interface requirements associated with each of the three replacement locations. This information is not available.

35. Replacement installation scope: Please clarify whether Alternative A is expected to include removal/disposal of the existing generators, rigging/crane services, concrete pad modifications, fuel piping/tank modifications, exhaust work, ventilation/louver modifications, electrical conduit/conductors, grounding, ATS control wiring, fire-alarm/BMS interfaces, startup, commissioning, and final testing. 36. Engineering and permitting: Please clarify responsibility for engineering, stamped drawings, electrical/mechanical design, permitting, inspections, environmental/emissions requirements, and final authority-having-jurisdiction approvals associated with generator replacement. Contractor with approval by NPS

37. Domestic-content requirements: The solicitation incorporates the Buy American certificate. Please clarify what Buy American/domestic-content requirements apply specifically to the replacement generators, major components, and installation materials so all bidders price compliant equipment on the same basis. Units of this size would be very hard to source that fall into this category (still possible but very costly and have extended lead times, we have recently ran into some government projects that unknowingly purchased outside USA built units and contractors provided a BUY American cert so definitely provide confirmation on this because the lowest price is rarely American made.) yes

38. Temporary emergency power: During generator replacement or extended repair, is the contractor required to maintain emergency-power availability through a temporary/rental generator? If so, please provide required voltage, phase, capacity, connection point, expected duration, fuel responsibility, and operating requirements. no

39. ATS scope: We do not see ATS inspection, maintenance, or transfer testing specifically identified within the SOW. Please confirm whether ATS inspection and maintenance are excluded. If they are required, please provide the quantity, make/model, voltage, ampacity, and whether GWMP requires visual/energized inspection, transfer testing, and/or de-energized ATS maintenance. 40. Transfer testing: If generator-to-building transfer testing is required, please confirm whether transfers may be performed during normal operating hours. Please also identify GWMP's required procedure for facility notification, outage authorization, critical-load coordination, and contingency planning before an intentional transfer is performed. Yes

Operational monitoring: Please define the SOW requirement for “ongoing operational monitoring.” Does this mean remote generator monitoring/telemetry, recurring physical monitoring visits, or simply monitoring equipment condition during scheduled maintenance visits? Monitoring hours of run time on each generator

42. Security and site-access requirements: Please identify any required background checks, badging, escorts, restricted work hours, parking restrictions, traffic-control requirements, or other National Park Service/site-specific access requirements that should be incorporated into pricing. none

43. Option-year wage adjustments: Because bidders are required to price the Base Year plus four Option Years, please confirm how future SCA wage-determination increases or other mandated labor-rate changes will be handled during exercised option periods. The current SCA wage determination will be incorporated into the modification for the options.

44. Maintenance-only alternative if replacement/repair information remains unavailable: If sufficient technical information cannot be provided to fairly establish a firm-fixed replacement or existing-repair price before quotation closing, would GWMP consider accepting pricing for the defined preventive maintenance, inspection, testing, and load-bank scope, with replacement and/or non-routine corrective repairs subsequently established through separate RFQs after engineering/site investigation and diagnostics?
