About this opportunity
The United States Embassy in Guatemala City is soliciting professional services for wastewater treatment plant maintenance at two facilities (a house facility and an apartment facility) through a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. The Department of State is seeking a qualified contractor to provide quarterly preventive maintenance visits and semi-annual sludge extraction services, with all work including labor, materials, tools, supervision, and equipment. Key requirements include compliance with OSHA confined space entry standards (29 CFR 1910.146 and 1910.147), possession of required environmental licenses and permits for sludge disposal and sewage management, Defense Base Act insurance coverage, and a maximum of one customer complaint permitted under the Quality Assurance and Surveillance Plan. The government will award to the lowest-priced responsible offeror who is registered in the System for Award Management (SAM) and provides evidence of established business presence, qualified personnel, three customer references with similar scope and dollar value, and a detailed strategic plan addressing the statement of work requirements. The original solicitation deadline was February 16, 2026, but Amendment No. 1 extended the quotation due date to February 23, 2026, at 5:00 PM Guatemala local time; a mandatory site visit was scheduled for February 6, 2026, and questions were due by February 9, 2026.
This contract carries no set-aside designation and includes a one-year base period plus four one-year option periods with a maximum order limitation of $180,000 per single order or combination of items and a total contract ceiling of $180,000 across the base year and all option years. The estimated quantity is four quarterly maintenance visits and two semi-annual sludge extraction visits per unit per year across both facilities, with all prices held constant throughout the contract year and Value Added Tax excluded from quoted prices but included on invoices. Payment will be made via Electronic Funds Transfer within 30 days of invoice receipt through a Government portal requiring vendor registration and bank information submission. However, Amendment No. 2, issued on March 17, 2026, cancelled the entire solicitation due to changes in the original requirement, rendering this opportunity unavailable for bidding. The place of performance is Guatemala, specifically at the United States Embassy compound in Guatemala City.
