About this file

This document is an Amendment of Solicitation (Amendment No. 0001) to RFQ 19GT5026Q0007 issued by the American Embassy Guatemala City on February 11, 2026. The amendment incorporates questions and answers from a site visit, extends the quotation due date to February 23, 2026, by 17:00 local time, and adds technical attachments and requirements. Offerors must acknowledge receipt of this amendment prior to the submission deadline through one of three methods: completing items 8 and 15 and returning copies, acknowledging receipt on each offer copy, or submitting a separate letter or telegram referencing the solicitation and amendment numbers.

The underlying RFQ solicits wastewater treatment maintenance services for the U.S. Embassy compound in Guatemala, including quarterly preventive maintenance visits to two wastewater treatment plants (one for a house and one for an apartment) and semi-annual sludge extraction services for both facilities. Contractors must provide Dangerous Goods Insurance (DBA) and possess required environmental licenses and permits for sludge disposal, handling, and sewage management. The pricing structure is firm-fixed-price with a base period and four option years, with all line items requiring unit pricing. Critical safety requirements mandate compliance with OSHA 29 CFR 1910.146 and 1910.147 for confined space entry, including atmospheric testing, ventilation, lockout/tagout procedures, trained personnel roles, and rescue plans for cistern work. A Quality Assurance and Surveillance Plan requires all services to be performed with no more than one customer complaint permitted. Quotations must be submitted to GuatemalaBids@state.gov.

RFQ 19GT5026Q0007 - GUATEMALA – Wastewater Treatment Site Visit

Location: 23 calle A, Lote 303 zone 16 Kanajuyu 2.

Time: 09:30 AM Solicitation Number: 19GT5026Q0007

Attendees: Pedro Arizandieta – Maintenance Operations Supervisor Zayda Serech – Contracting Agent

The Contract Agent, Zayda Serech, welcomed all attendees and introduced the FAC Representant.

Agenda:

• Welcome to attendees

• Review of solicitation package

• Walking and inspection of the working areas and access

• Questions and answers

• Reminder of offer documentation and submission due date/time

Discussion of the solicitation package:

The Contracting Agent presented the solicitation package to the attendees and went section by section explaining the requirements and pointing out important data or requirements of the solicitation.

Questions and answers:

Questions from attendees were compiled during the visit. We informed the attendees that all questions and answers would be sent for review to the Residential Engineer & Project Coordinator. Conference attendees were notified that these questions and answers along with the meeting minutes would be posted in SAM.gov site so that other vendors are not disadvantaged for being unable to attend the Site Visit.

Conclusion:

Prospective offerors were reminded that doing business with the U.S. Government differs from commercial practice because the solicitation and award processes are regulated under the FAR.

Attendees were reminded that any statements made during the site visit do not change the solicitation and that any changes would be made by written amendment to the solicitation and posted on the SAM.gov site. The conference concluded and attendees were thanked for their presence and expression of interest in serving the U.S. Government.

Sincerely, Beau P. Garrett Contracting Officer
