About this opportunity

The U.S. Embassy in Guatemala, through the Bureau of International Narcotics and Law Enforcement Affairs, seeks quotations for four prefabricated modular steel detention housing units, with quotations due August 20, 2026 and questions due July 29, 2026. No set-aside applies.

Place of performance is Guatemala. The contractor's scope of work is limited to fabrication, factory preparation, packaging, and delivery to Miami, Florida within 30 calendar days of award; all activities beyond Miami—including export, ocean freight, customs clearance, inland transportation in Guatemala, site preparation, installation, and final utility connections—are expressly excluded. Each unit must be new, not refurbished, designed for two-person occupancy in maximum-security detention environments, and include two fixed bunks, one toilet/sink combination, two fixed seats, one writing surface, reinforced door assembly with locking hardware and observation panel, interior lighting, plumbing and HVAC interface provisions, and fire suppression interface preparation. Offerors must provide exterior and interior usable dimensions, shipping configuration weight and center-of-gravity data, rigging and lifting instructions, and complete technical drawings, materials specifications, and operations and maintenance manuals. All wooden packing materials must comply with ISPM 15 standards.

The contract type is Firm Fixed Price with all costs—engineering, design, labor, materials, fabrication, quality assurance, testing, packaging, export preparation, transportation, shipping, and applicable taxes—included in quoted prices. Payment is made in full only after delivery to Miami is confirmed. Award will be made to the lowest priced acceptable, responsible offeror based on initial quotations without discussions, though discussions are reserved. Offerors must register in SAM, complete SF-1449 Section 1 and Section 5, provide proof of SAM registration with UEI number, submit completed IRS Form W-14, and include relevant representations and certifications. NAICS code is 332311, Prefabricated Metal Building and Component Manufacturing; PSC code is 5410. Amendment 1 was issued August 3, 2026. Contracting Officer is Beau Garrett; inquiries are directed to Zayda A Serech at (502) 303-1 6838.
