About this file
This is Amendment No. 1 to RFQ 19GT5026Q0054, issued by the American Embassy Guatemala City (GSO Procurement Section) on August 3, 2026, with an effective date of 07/10/2026. The amendment modifies the original solicitation for prefabricated modular steel detention units and incorporates supporting technical compliance package information and questions and answers.
The procurement requires delivery of four detention-grade modular steel units suitable for maximum-security correctional use within 30 calendar days of contract award to a designated Miami, Florida location. Key technical requirements include: each unit designed for two-person occupancy in a single integrated cell containing two fixed bunks, one toilet/sink combination, one desk/writing surface, and two fixed seats; tamper-resistant and ligature-resistant door hardware with integrated food pass and/or cuff port; stackable/multi-level deployment capability; interface provisions for plumbing, electrical, HVAC, and fire suppression (with final connections performed by others); and complete documentation of shipping configuration, unit weights, center-of-gravity information, rigging points, and lifting instructions. No specific lockset manufacturer, emergency release mechanism, or staff override system is mandated; offerors must propose detention-grade solutions and document them in technical compliance packages. Offerors must provide exterior dimensions (length × width × height) and interior usable dimensions (length × width × clear height). The contract is Firm Fixed Price with payment made in full only after delivery to Miami is confirmed and invoiced (30-day payment processing). Flat rack shipping configurations are acceptable, and all wooden packing materials must comply with ISPM 15 international standards. The Contractor's scope excludes final utility connections, export activities, ocean freight, and inland transportation within Guatemala. Offerors unable to meet the 30-calendar-day delivery requirement should not submit quotations.

RFQ No. 19GT5026Q0054 - Prefab Modular Steel Units
Questions and Answers
General Information
Question #1: Are there any required dimensions for the units, if so please provide (including the overall dimensions and any spaces).
Answer # 1: The RFQ has not established fixed dimensional requirements for the proposed units.
Offerors are not required to meet a specific exterior or interior dimension standard. However, each unit must provide sufficient interior usable space to accommodate two-person occupancy with all required furnishings and fixtures — including two (2) fixed bunks, one (1) toilet/sink combination fixture, one (1) desk/writing surface, and two (2) fixed seats — in a manner consistent with humane detention standards. Offerors shall clearly document and submit exterior dimensions (length × width × height) and interior usable dimensions (length × width × clear height) as part of their technical compliance package. Submitted dimensions will be reviewed as part of the technical acceptability determination.
Question #2: It is indicated that each unit is to be designed for two-person occupancy, our assumption is that there are not separate bedroom, is that correct?
Answer # 2: That assumption is correct. Each unit is designed as a single integrated detention cell for two-person occupancy. No separate bedroom, sleeping room, or compartmentalized sleeping area is required. The two (2) fixed detention-grade bunks, sanitation fixture, seating, and writing surface shall all be contained within a single secure occupant space within each unit.
Question #3: Does the government have a design in mind for these units?
Answer #3: The Government does not prescribe a specific design for the proposed units. The solicitation is written using performance-based and minimum configuration specifications to allow offerors to propose their standard detention-grade modular housing products, provided they meet all mandatory technical requirements set forth in the Statement of Work. Offerors are encouraged to propose their commercially available detention-grade modular unit designs that satisfy the minimum configuration and mandatory technical requirements.
Question #4: HVAC units were not mentioned in section 4. Min. unit configuration is that a requirement.
Answer #4: HVAC equipment is not required to be included in the units. As stated in Section 5.9 of the Statement of Work, each unit is required only to be prepared for future HVAC or ventilation interface through grilles, sleeves, duct openings, penetrations, connection points, or equivalent manufacturer-standard provisions. The omission of HVAC equipment from Section 4 (Minimum
Unit Configuration) is intentional and consistent with Section 5.9. Offerors are not required to supply or install HVAC equipment under this contract.
Lockset and Locking Mechanism Requirements
The technical specifications reference detention-grade door assemblies, locking hardware, security glazing, and maximum-security suitability. Please clarify the required lockset and locking mechanism requirements for the modular units.
Question #5: Is there a required lockset manufacturer, model, or approved equivalent that offerors must use?
Answer #5: No specific lockset manufacturer or model is required. The Government does not restrict offerors to a particular brand or manufacturer. Offerors shall propose detention-grade locking hardware suitable for maximum-security correctional use consistent with the requirements of Section 5.6 of the Statement of Work. Offerors shall clearly identify the proposed locking hardware manufacturer, model, type, and operation method in their technical compliance package.
Question #6: Are the locking mechanisms required to be mechanical, electronic, key-operated, remote-ready, or capable of integration with an existing Government or Embassy security system?
Answer #6: The locking mechanisms are not required to integrate with any existing Government, Embassy, or facility security system. Offerors may propose mechanical, key-operated, provided it is detention-grade and suitable for maximum-security correctional use. Offerors shall clearly identify the locking mechanism type, operation method, and keying/control requirements in their technical compliance package. Any field work required by others for final integration shall be identified by the Contractor.
Question #7: Are specific detention-grade certifications, ratings, or performance standards required for the lockset, door hardware, hinges, frame reinforcement, or observation panel?
Answer #7: No specific detention-grade certification, rating, or performance standard is mandated for the lockset, door hardware, hinges, frame reinforcement, or observation panel. Offerors shall provide technical documentation — such as product specifications, manufacturer data sheets, prior installation references in correctional or detention environments, or equivalent evidence — demonstrating that the proposed door assembly and hardware are suitable for maximum-security detention use as required by Section 5.6 of the Statement of Work.
Question #8: Is a master keying system required, and if so, should the master keying be coordinated with the Government after award?
Answer #8: A master keying system is not required under this contract. The Contractor shall provide locking hardware with standard keying appropriate for the proposed locking system. Key control and master keying coordination, if required for the end-use facility, will be managed separately by the host government.
Question #9: Are there specific requirements for anti-tamper, anti-ligature, emergency release, food/cuff pass-through, or staff override functionality?
Answer #9: Yes. The following functional requirements apply to the door assembly:
• Anti-tamper: All door hardware shall be tamper-resistant and suitable for maximum-security detention use, consistent with Section 5.1 and Section 5.6 of the
Statement of Work.
• Anti-ligature: All door hardware shall be ligature-resistant to the maximum extent practicable consistent with maximum-security detention design standards, as required by Section 5.6.
• Food/Cuff Pass-Through: Each unit shall include an integrated food pass and/or cuff port in the door assembly, as required by the Technical Acceptability Matrix.
• Emergency Release: No specific emergency release mechanism is mandated.
Offerors proposing emergency release features shall clearly identify and document them in the technical compliance package.
• Staff Override: No specific staff override system is mandated. Offerors proposing staff override functionality shall clearly identify and document it in the technical compliance package.
• Offerors shall document all proposed door hardware features in their technical compliance package.
Question #10: Section 3.2 requires delivery of all four modular units within 30 calendar days after contract award. The fabrication schedule for these specialized units is largely dependent on the procurement and availability of structural steel and other specialized detention-grade materials, which may extend the overall manufacturing lead time. While manufacturers will make every effort to reduce production time, would the Government consider quotations proposing a longer delivery schedule, provided the proposed delivery schedule is clearly identified in the offer?
Answer #10: The 30-calendar-day delivery requirement remains in effect as stated in Section 3.2 of the solicitation. Offerors unable to meet this requirement should not submit a quotation. The
Government will not consider quotations proposing delivery beyond 30 calendar days after award.
Question #11: Sections 5.5 through 5.10 require the proposed units to include interface provisions for plumbing, electrical, HVAC, and fire suppression systems. At the same time, Section 1.1 identifies final utility connections as being outside the Contractor's scope. Could the Government please confirm that the final utility connections (plumbing, electrical, HVAC, and fire suppression) will be performed by others after delivery and are not part of the Contractor's scope under this solicitation?
Answer #11: Confirmed. Final utility connections — including plumbing, electrical, HVAC, and fire suppression — are expressly outside the Contractor's scope under this contract, as stated in
Section 1.1 of the Statement of Work. The Contractor is required only to provide interface provisions, connection points, penetrations, and documentation sufficient for others to complete final utility connections after delivery. The Contractor shall identify all connection point locations, pipe sizes, voltage requirements, and field work required by others as part of the documentation package.
Question #12: Section 5.3 requires the proposed units to be designed for stackable or multi-level modular deployment; however, the solicitation does not specify the intended stacking configuration. Could the Government please clarify whether the proposed units are only required to be capable of stackable deployment, or if a specific maximum stacking configuration (e.g., number of levels) is required for compliance?
Answer #12: The Government does not mandate a specific maximum stacking configuration.
Offerors are required to provide units that are capable of stackable or multi-level modular deployment. Offerors shall document the maximum stacking configuration their proposed units support, including required support conditions, structural load ratings, and inter-unit connection requirements, as part of the technical compliance package. The Government will review submitted stackability documentation as part of the technical acceptability determination.
No. 3 - Shipping Preparation and Transportation Configuration
Manufacturers have indicated that modular units of this type and construction are commonly prepared and transported using flat racks rather than standard enclosed containers. Please clarify the Government requirements for shipping preparation and delivery configuration.
Question #13: Are flat rack containers or flat rack shipping configurations acceptable for the modular units?
Answer #13: Yes. Flat rack containers or flat rack shipping configurations are acceptable for delivery of the modular units to the designated Miami, Florida delivery location, provided the units are properly secured, braced, and protected for shipment. Offerors shall document the proposed shipping configuration, including flat rack specifications, bracing method, weather protection provisions, and unit securing method, as part of their technical compliance package.
Question #14: Does the Government have any required or preferred transportation configuration, packaging method, bracing method, or protection requirement for shipment to the designated
Miami, Florida delivery location?
Answer #14: The Government does not prescribe a specific transportation configuration, packaging method, or bracing method. Offerors shall propose a shipping configuration appropriate for the size, weight, and construction of the proposed units, consistent with industry standards for detention-grade modular steel construction. All materials shall be properly packaged and secured for shipment. All pallets and wooden packing materials shall comply with ISPM 15 international shipping standards, as required by Section 7.3 of the Statement of Work. Offerors shall document the proposed shipping configuration in their technical compliance package. This must be confirmed with the designated Miami warehouse facility.
Question #15: Is the Contractor responsible only for delivery to the designated Miami delivery location, or should offerors include any additional export packaging, ocean freight preparation, overseas shipping, customs, or Guatemala inland transport requirements?
Answer #15: The Contractor's delivery obligation ends at the designated Miami, Florida delivery location. The Contractor is not responsible for export from the United States, ocean freight, international shipping, import into Guatemala, customs clearance, or inland transportation within
Guatemala. These activities are expressly outside the Contractor's scope as stated in Section 1.1 of the Statement of Work.
Question #16: Are there any special lifting, crane handling, tie-down, blocking, bracing, preservation, weather protection, or dimensional documentation requirements that shall be incorporated into the quotation?
Answer #16: No specific lifting, crane handling, tie-down, blocking, bracing, or weather protection standards are mandated beyond industry standards for detention-grade modular steel construction and ISPM 15 compliance for wooden packing materials. However, offerors are required to provide complete lifting and rigging instructions — including rigging point locations, rated capacities, unit weights, center-of-gravity information, and recommended lifting procedures
— as part of the documentation package required by Section 6 of the Statement of Work. This documentation is required to facilitate safe handling by others at the delivery point and beyond.
This must be confirmed with the designated Miami warehouse facility.
Question #17: Should the Contractor provide flat rack shipping assumptions, unit weights, center-of-gravity information, rigging points, and handling instructions as part of the technical or pricing submission?
Answer #17: Yes. Offerors shall include the following information as part of their technical compliance package submission:
• Proposed shipping configuration (including flat rack assumptions, if applicable)
• Unit weight (empty and fully equipped)
• Center-of-gravity information (if available)
• Rigging point locations and rated capacities
• Lifting and handling instructions
• Total shipping weight and dimensions of all items included in the quotation
(required for CLIN 03 pricing per Section I of the solicitation)
• This information is required for both technical evaluation and pricing purposes.
Question #18: Section 6 requests Export Compliance Documentation; however, Section 3.1 establishes that the Contractor's delivery obligation ends at the Government-designated delivery location in Miami, Florida. Could the Government please confirm that Export Compliance
Documentation is not required as part of the quotation, since any export activities beyond the contractual delivery point will be handled separately by the Government or its designated representatives?
Answer #18: Export compliance documentation is not required as part of the quotation, since the
Government will take care of the export of the goods.
Contract Payment Structure
The solicitation references a Firm Fixed Price contract and standard payment and invoice provisions. To evaluate project financing requirements and accurately price the quotation, please clarify the payment structure applicable to this procurement.
Question #19: Please confirm whether payment will be made only after delivery, Government inspection, acceptance, and submission of a proper invoice.
Answer #19: Confirmed. Payment under this Firm Fixed Price contract will be made after delivery to the designated Miami location.
Question #20: Will the Government consider partial payments, commercial item financing, progress payments, or milestone payments associated with fabrication, shipment readiness, or delivery?
Answer #20: The Government will not provide partial payments, progress payments, or milestone payments under this contract. Payment will be made in full following delivery to location in
Miami.
Question #21: If payment is made after acceptance, please confirm the applicable Prompt Payment due date and the office/date used to establish receipt of a proper invoice.
Answer #21: Payment will be processed after submittal of invoice (30 days) and delivery to Miami is confirmed.
Question #22: If no partial or milestone payments are available, please confirm whether offerors should assume full payment will be made only after completion of all contractual requirements and Government acceptance.
Answer #22: Confirmed. Offerors should assume that full payment will be made only after delivery of all four (4) units to the designated Miami location.
