About this opportunity
The U.S. Embassy Guatemala City seeks GIS digital map files, software, training, and system support for Guatemala, with quotations due July 20 at 12:00 PM local Guatemala time. This is a firm fixed-price RFQ with no set-aside, awarded to the lowest-priced, technically acceptable quoter without discussions unless competitive range discussions become necessary.
Place of performance is Guatemala City, Guatemala. The contractor must deliver updated GIS digital map files covering all Guatemala including departments, municipalities, zones, urban and rural areas, addresses, populated places, streets, highways with kilometer markers, and points of interest, with all lettering in Spanish. The contractor develops a geocoder algorithm to convert addresses into coordinates, creates 500 SVG crime symbology icons (deliverable as professional, dynamic multivariable symbology using SVG icons and data-driven styling within QGIS and RAP if meeting required variable combinations), and installs GIS files and GEOSERVER on primary and secondary replication servers. Map layers must be provided as shapefiles for static layers or installed in PostGIS library on a Debian server with PostgreSQL database. Training comprises 16 hours for GEOSERVER to six personnel and 24 hours for Quantum GIS to eight personnel, all manuals in Spanish. The contractor provides 20 hours of technical support during and after implementation and guarantees one-year operation with next-business-day assistance and 48-hour repair capability. Delivery occurs within 90 calendar days after award; no partial deliveries accepted.
The contractor must be registered in SAM and either registered to do business in Guatemala or partnered with a registered local entity. Quotations submit electronically as PDF (maximum 30 MB) to GuatemalaBids@state.gov and include SF-1449, pricing, representations and certifications, SAM registration proof, and IRS Form W-9/W-14 for excise tax withholding. NAICS code is 541370, Surveying and Mapping Services; PSC is R404. Amendment 1, effective July 14, extended the deadline from July 15 and clarified deliverable specifications and background imagery updates.

Nor will the contract price be adjusted on account of fluctuations in the currency exchange rates. The firm-fixed price shall include the electronic GIS files, pre-delivery inspection, certificates of origin, operator’s manuals, warranty certificates and any other documentation mandated by the destination country. All manuals shall be furnished in Spanish.
All open-source software products must be updated to the latest stable version, and geographic information databases will be evaluated based on the quantity, quality, and updating status of the information contained.
