About this file
This document is an Amendment of Solicitation (Amendment No. 0001) issued by the American Embassy Guatemala City for RFQ 19GT5026Q0043 concerning GIS Digital Map Files from Guatemala. The amendment is effective July 14, 2026, and extends the quotation deadline to July 20, 2026, at 12:00 PM local Guatemala time. The amendment incorporates a Questions and Answers document as Attachment 1.
The Questions and Answers clarify requirements for the GIS digital map deliverables. Key clarifications include: (1) aerial photo updates are not required, but background imagery updated to the most current available is acceptable; (2) the 500 SVG crime symbology files may be delivered as a professional, dynamic multivariable symbology solution using SVG icons and data-driven styling within QGIS and RAP (Registro de Actividad Policial/Police Activity Records), provided it meets the required variable combinations of crime type/police action, weapon/object type, and day/nighttime designation; (3) all map files and layers must be labeled in Spanish; (4) vendors may omit unavailable layers from proposals but must fulfill any assumed solutions if awarded; (5) the hosting environment uses GEOSERVER on a Debian server with PostgreSQL database, and map layers must be provided as shapefiles for static layers or installed in PostGIS library; and (6) the system connects to the geocoder through an API. Vendors are instructed to acknowledge receipt of this amendment prior to the submission deadline through submission of copies of the amendment, acknowledgment on their offer, or separate correspondence.

RFQ 19GT5026Q0043 – Guatemala – GIS Digital Map Files from Guatemala Questions and Answers
1. Regarding Item 1(k), "updated layers for Aerial photo (Orthophoto)."
Aerial photo updates cannot be provided within the scope of this request, as acquiring new orthophotography requires extensive mission planning, flight approvals, and favorable weather conditions. In Guatemala, the optimal period for aerial image acquisition is generally between January and March to ensure adequate image quality and minimal cloud cover.
If this item is instead intended to refer to access to web image services for use as background mapping, we can update the existing RAP image service links to the most current imagery available.
A new aerial photo is not required, but a background photo (image) updated to the most current imagery available that serves as a reference is acceptable.
2. Item 3, "Set of 500 files in .svg format less than 5 kilobytes each, small indicators (drawings, plotting icons for crime symbology" We understand that the objective is to symbolize crime events within QGIS and RAP using multiple variables simultaneously, for example, displaying the severity of the incident, the type of crime, and the location where it occurred within a single visual representation.
Would it be acceptable to provide a professional, dynamic multivariable symbology solution that efficiently represents the approximately 500 crime categories (based on the crime catalog provided to the offeror) using a combination of SVG icons and data-driven styling within QGIS and RAP, rather than supplying 500 individual, static SVG files? This approach will provide better performance, maintenance, and data visualization.
Yes. The objective is to symbolize crime events within RAP through a GIS interface, using multiple variables simultaneously, for example: Type of crime/police action, Type of weapon/object, day/nighttime.
To provide a professional, dynamic multivariable symbology solution that efficiently represents the approximately 500 crime categories (based on the crime catalog provided to the offeror) using a combination of SVG icons and data-driven styling within QGIS and RAP, rather than supplying 500 individual static SVG files could be acceptable if it meets the required combination of variables; see the reference pictures/examples below.
3. What does "RAP" stand for, and what technology does it use?
In spanish: "Registro de Actividad Policial" (English: Police Activity Records)
4. How does it connect to the geocoder (REST API, database, or embedded code)?
It connects through an API.
5. Will the Government provide all map files of the country of Guatemala and all layers listed on item #1 listed under product description and quantities?
The Government doesn't have the map files of the country of Guatemala and all layers listed on item #1 listed under product description and quantities; that's what we're requesting in the RFQ.
6. Is the data in Spanish?
All map files and layers must be provided by the supplier, and the lettering/labels must be in Spanish.
7. Since the vendor will provide the date for the layers, what if some of the layers are not available publicly, such as Urban and Rural areas and the Sectores. Can we propose layers based on some assumptions or do not include them in the proposal?
Vendors must propose the best solution based on their experience and available inventory of layers. If they do not have available or do not estimate they can supply some of the required layers, they do not have to include them in the proposal. If they propose something based on assumptions, they will have to fulfill if awarded.
8. What are the hosting environment and server specifications?
GEOSERVER on Devian server. Database is Postgresql. Map layers must be shape files for static layers. They can also be installed in postgis library.
