About this opportunity
The Department of the Navy Naval Supply Systems Command seeks routine, corrective, and preventative maintenance services for fiber optic telecommunication infrastructure at Naval Station Norfolk and Joint Expeditionary Base Little Creek, with proposals due July 22, 2026. The procurement is a competitive 8(a) set-aside under GSA OASIS, fixed-price task order.
Place of performance is Norfolk, Virginia (Naval Station Norfolk and Joint Expeditionary Base Little Creek). The base period runs 8 months (September 1, 2026 through April 30, 2027) with four optional 12-month periods and a potential six-month extension under FAR 52.217-8, totaling up to 64 months. The incumbent contractor is Mainstream IP Solutions.
Offerors must possess a current Secret facilities security clearance verified by DCSA no earlier than 30 days before closing. All contractor personnel require Defense Biometric Identification System (DBIS) enrollment with T1 background investigations and favorable trustworthiness determinations. Key labor includes an Outside Plant Fiber Optic Cable Splicing Technician, requiring a high school diploma or GED plus BICSI/SEICOR certification, minimum seven years of recent telecommunications outside plant experience, proficiency with single-mode and multi-mode fiber optic cable (12 to 144 strands), 3M Hot Melt and fusion-splicing capability, and proficiency with power meters and optical time domain reflectometers. Work is performed primarily during normal business hours (0800-1630) Monday through Friday with 24/7/365 on-call availability; routine calls require next-business-day arrival, emergency calls require four-hour response (Monday-Friday) or six-hour response (weekends/holidays). The government estimates preventative maintenance inspections at 93 riser locations every four months and projects corrective maintenance not to exceed 40 hours annually.
Evaluation weighs Facilities Security Clearance (unacceptable renders proposal non-awardable), Technical Approach rated Outstanding/Good/Acceptable/Marginal/Unacceptable (Marginal non-awardable without exchanges), Past Performance with confidence assessment, and Price. Non-price factors are significantly more important than price; technical approach is more important than past performance. Proposals must be submitted electronically in four volumes: Volume I (no page limit), Volume II-Technical (20 pages combined for Performance and Staffing/Management subfactors), Volume III-Past Performance (12 pages), Volume IV-Price (no page limit). Past performance references must be from within five years with at least one year of completed performance. Questions are due July 6, 2026 at 10:00 AM Eastern Time. Service Contract Act labor standards apply with prevailing wage for Fiber Technicians. NAICS 541330, PSC H260.
