About this file

This is a Questions and Answers document for solicitation N0018926RL022, a GSA OASIS 8(a) fiber maintenance contract issued by the Department of the Navy Naval Supply Systems Command. The solicitation closing date has been extended to July 20, 2026 at 10:00 AM EST. The base period is 8 months, running from September 1, 2026 through April 30, 2027, with the contractor providing routine, corrective, and preventative maintenance for fiber optic telecommunication infrastructure at Naval Station Norfolk and Joint Expeditionary Base Little Creek.

The contract requires preventative maintenance services on 93 riser locations across both sites, performed once every four months as the primary work scope. The government estimates trouble calls will not exceed 40 hours of corrective maintenance annually, with contractors required to respond to routine calls within one business day and emergency calls within two hours. Key labor requirements include an OSP Fiber Optic Cable Splicer as the only specified key labor category. The contractor must maintain 3M Hot Melt connector termination equipment on-hand for corrective maintenance. The incumbent contractor is Mainstream IP Solutions (contract N0018921P0621). Major maintenance and repairs with direct costs exceeding $2,000 per item or cumulative costs exceeding $12,000 per performance period require contracting officer approval before initiation. Applicants must submit past performance documentation using the government-provided Past Performance Report Form; CPARS may be reviewed but do not substitute for this requirement. The solicitation references Section 7.0 Specific Requirements for staffing approach evaluation, and relevant experience is acceptable for demonstrating risk mitigation approaches.

Q&A 1.Would the government consider extending the closing date of this solicitation to July 27th, 2026, to accommodate a more comprehensive response?

A1: The solicitation has been extended to close on 20 July 2026 at 1000AM EST.

2. Would the Government consider CPARs in lieu of the Past Performance Report Form?

A2: The Government requests in the Past Performance Report Form in Sections L and M to be provided. The contracting officer may also review CPARs, but CPARS is not in lieu of the past performance report form requirement.

3. In the instructions under Factor II, Subfactor I - Staffing Approach the government cites “Section 4.0” for the “tasks/requirements” which are Applicable documents. Should this be changed to Section 7.0 Specific Requirements?

A3: Section 7.0 can be referenced for Factor II, Subfactor I and Factor II, Subfactor II. An amendment to the solicitation was made to reflect the citation of section 7.0.

4. In the staffing approach should every risk mitigation approach be accompanied by past performance evidence or would a subset of experience be acceptable?

A4: Relevant experience is acceptable

5. Can the Government provide clarification on what type of attrition metrics it is requesting (annual turnover, total number of vacancies, length of vacancy, etc.)?

A5: The Government wants to know that you are fully staffed. If you are not fully staffed, the Government wants to know how long it takes to fill staffing vacancies. Also, the Government wants to know about your staff retention.

6. The solicitation lists a base period of 8 months whereas the PWS lists a base period of 1 year. Could you please clarify which base period is correct?

A6: The base period will be 8 months. It will begin on 01 September 2026 and end on 30 April 2027

77. Can the Government provide historic task and trouble call data to help determine an estimated expected workload?

A7: No (Zero) hours were recorded in 2024 and 2025. The government estimates that trouble calls will not exceed 40 hours of Corrective Maintenance work per year. The contractor shall provide Preventive Maintenance, including, but not limited to, testing of fiber infrastructure and cleaning pier risers and enclosures. All PMs shall be accomplished once every 4 months for 93 Riser Locations between the 2 locations. This (PMs) should be the bulk of the work.

8. Will the Government please provide a Pricing Workbook for submission?

A8: No. Not available.

9. Does each site require dedicated FTEs onsite?

A9: No. Routine Call - The contractor’s maintenance personnel shall arrive on location within the next day’s normal working hours after receipt of a routine trouble call and provide corrective maintenance.

Emergency Call - The contractor’s maintenance personnel shall arrive on location within two (2) hours after receipt of an “Emergency Service Call” and provide corrective maintenance.

10. Are there additional Key Labor Categories beyond the OSP Fiber Optic Cable Splicer?

A10: No.

11. This calls for experience with 3M Hot Melt connectors, whereas the PWS and Appendix B Sample Piers Materials calls for “SC” fusion splice connectors. Is 3M Hot Melt termination equipment required on-hand?

A11: Yes, required to be on hand for corrective maintenance.

12. Is the Government calling for a $12,000 ODC annual plug number with this statement?

A12: Major maintenance and repairs to facilities and real property consists of actions where the direct cost for parts and material are greater than $2,000.00 per item, per location, or per occurrence. The Contractor shall not initiate any action to accomplish work where material costs exceed $2,000.00 per item, per location, or per occurrence; or where the cumulative total spent including a potential action may exceed $12,000.00 for the applicable performance period; but shall report immediately the necessity of such maintenance to the COR for appropriate action. Costs for this category shall be included in the FFP Materials CLIN.
