About this opportunity

The Department of the Interior, National Park Service Southeast Region seeks road striping services at Great Smoky Mountains National Park, with proposals due August 28, 2026. This is a Service-Disabled Veteran-Owned Small Business set-aside; offerors must hold SAM.gov SDVOSB designation or be removed from consideration.

Place of performance is Great Smoky Mountains National Park, spanning Tennessee and North Carolina counties. The contract is firm-fixed-price for a base scope plus seven additive items covering approximately 58 miles of restriping across roads including Newfound Gap Road (15 miles), Laurel Creek Road (7.7 miles), Gatlinburg Bypass Road (4.65 miles), and optional additions such as Foothills Parkway Sections G&H (17 miles) and Catalooche Entrance Road (4.54 miles). Work requires FHWA Type B waterborne traffic paint at minimum 15-mil wet-film thickness applied by truck-mounted equipment with automatic measuring capability accurate within 1% and pressurized nozzles. Approximately 5% of existing striping requires full layout and measuring; the remaining 95% involves direct restriping over existing markings. Traffic delays must not exceed 10 minutes per vehicle.

Performance period runs September 15, 2026, through June 30, 2027. Contractor must begin work within 10 calendar days of notice to proceed and complete all work within 270 calendar days. No work is permitted during October, at night, on Federal holidays, or weekends (Friday 1:00 p.m. to Monday 6:00 a.m.). Contractor must provide continuous on-site Superintendent coverage whenever work is performed and qualified traffic control personnel certified by state DOT, ATSSA, or equivalent with minimum two years temporary work zone experience. All paint cleanout water and waste material must be transported off federal property daily. Subcontractors may operate under the prime contractor's approved Safety Plan and Traffic-Control Plans without submitting separate plans.

Evaluation weighs technical approach, past performance and experience, and cost, with non-cost factors significantly more important than cost. Past performance questionnaires from three relevant references within the past five years are required, due to the Contracting Officer by August 27, 2026. A 20% bid guarantee at proposal submission and performance and payment bonds of 100% each upon award are required. Davis-Bacon prevailing wage rates apply for Tennessee and North Carolina counties.
