QUESTIONS – 140P5326R0022

GRSM ROAD STRIPING

1. To assist with our technical approach and ensure an accurate understanding of the project scope, could you please provide any available maps or outlined diagrams for the following work areas?

Posted as attachment 007 and attachment 008

2. Base and Additive Quantities Can the Government provide the exact line-item quantity breakdown, in linear feet, for both the Base Work and each Additive Work item?

This is broken down in the price sheet.

3. Existing Striping Removal Does any existing pavement marking require physical removal, eradication, or surface preparation before new paint is applied, or is the entire scope intended to be a direct restripe over the existing pavement markings?

4. Layout and Pre-Spotting The Statement of Work indicates that little to no layout should be required.

Approximately what portion of the existing striping is too faded or deteriorated to follow and will require full layout, measuring, or pre-spotting before application?

Approximately 5%.

5. Traffic Delay Requirement The solicitation requires traffic delays to be limited to a maximum of 10 minutes.

How will compliance with this requirement be measured and enforced by the COR?

Will the 10-minute limitation be measured strictly by the amount of time an individual vehicle is stopped, or will queue length, traffic conditions, and other field circumstances also be considered?

What traffic volumes should the contractor anticipate during the planned performance period?

This work has historically been scheduled in early May to allow for restriping of roads after winter season of plowing and sanding roads. Traffic in May for GRSM is lower than average during this time. Ten minutes is the time a vehicle is completely stopped in traffic and COR will observe randomly.

6. Staging Areas Has the Government designated staging areas within the park for striping equipment, support vehicles, material storage, and overnight truck parking?

If staging areas have not been designated, will the contractor be permitted to establish temporary staging areas subject to COR approval?

7. Wash-Down and Waste Disposal Are approved wash-down or equipment-cleaning facilities available within the park?

If not, must all paint cleanout water, waste material, empty containers, and related debris be collected and transported off federal property each day?

8. Safety and Traffic-Control Plan Will the striping subcontractor be permitted to operate under DRI’s approved project-specific Safety Plan and Traffic-Control Plan, or must the subcontractor prepare and submit a separate plan for Government or NPS review and approval?

A separate plan is not required. They should operate under the approved project – specific safety plan provided by the prime contractor.

9. Multiple-Hat Project Staffing Will the Government permit one qualified DRI representative to serve in multiple required project roles, such as Superintendent, Quality Control Manager, Site Safety and Health Officer, or other required on-site positions?

If multiple-hat staffing is permitted:

The solicitation does not require separate, dedicated Quality Control Manager, Site Safety and Health Officer, or other distinct on-site positions. Accordingly, one qualified DRI employee may perform multiple project functions, including Superintendent, quality-control, and safety responsibilities, provided that the individual is a direct employee of DRI; is acceptable to the Government; is authorized to act on DRI’s behalf; and is present at the job site whenever contract work is being performed, consistent with the Superintendent requirement.

DRI remains responsible for providing sufficient personnel to perform, supervise, and manage all work and for maintaining compliance with all applicable safety and health requirements. The proposed staffing arrangement must not impair continuous on-site Superintendent coverage, required supervision, work quality, safety compliance, traffic control, or timely performance.

10. Which roles may be performed by the same individual?

Please see above response.

11. Must the individual independently satisfy all experience, training, and certification requirements for each role?

Yes. Any individual proposed to perform multiple roles must independently meet all applicable experience, training, certification, licensing, and qualification requirements for each role assigned. Combining project roles does not waive any requirement applicable to a particular function.

12. Are any of the required positions prohibited from performing additional duties?

The solicitation does not expressly prohibit the Contractor’s Superintendent, or any other specifically identified project position, from performing additional duties.

However, any additional duties may not interfere with the individual’s ability to satisfy all applicable contract requirements.

13. Is continuous, full-time on-site coverage required for any specific role?

Yes. Continuous on-site coverage is expressly required for the Contractor’s Superintendent whenever contract work is being performed.

14. Schedule Restrictions Please confirm the dates and scope of the October blackout period and the applicable weekend work restrictions.

Are there any additional seasonal, event-related, traffic-related, or park-operational restrictions that could affect the contractor’s working hours or production schedule?

This work has historically been scheduled for early May.

15. Government-Caused or Park-Mandated Delays

How will Government-directed suspensions, park-mandated delays, traffic restrictions, special events, or access limitations be documented and addressed if they affect the contractor’s planned production or completion date?

Park will work with contractor if there are park (act of God) caused delays.

16. Section 2-3 specifies FHWA Type B waterborne traffic paint, while Section 3-4 requires the paint to be applied at a minimum 25-mil wet-film thickness. Section 3-4 also requires longitudinal pavement stripes 8 inches or less in width to be applied in one pass.

Our pavement marking subcontractor has advised that a 25-mil wet-film application is more commonly associated with Type C High Build traffic paint because of its higher solids content and viscosity. They have advised that applying standard Type B paint at this thickness may increase splatter and make it more difficult to achieve the clean, sharp line edges required by the SOW.

1. Please confirm whether the Government intends FHWA Type B waterborne traffic paint or FHWA Type C High Build traffic paint for this project.

2. If Type B is intended, please confirm that it is to be applied at the specified minimum 25-mil wet-film thickness.

After reviewing specs that appears to be an error and it should read to be applied at a minimum of 15-mil wet film thickness.

3. If Type C High Build paint meets or exceeds the SOW performance requirements, will it be accepted in lieu of Type B?
