About this opportunity
The Federal Aviation Administration seeks a firm-fixed-price grounds maintenance contract for the Northern California TRACON in Mather, California and the Oakland Air Route Traffic Control Center in Fremont, California, with proposals due August 31 at 5:00 PM ET. The procurement is a Total Small Business set-aside (NAICS 561730, $9.5 million small business threshold).
Place of performance spans two locations: NCT TRACON at 11375 Douglas Road, Mather, CA 95655, and ZOA ARTCC at 5125 Central Avenue, Fremont, CA 94536. The contract base period runs October 1, 2026 through September 30, 2027, with four optional one-year extensions available through September 30, 2031.
The NCT TRACON scope encompasses approximately 1.2 million square feet of grounds including 30,591 square feet of turf, 47,670 square feet of shrub areas, and 220,675 square feet of paved surfaces with roughly 230 trees. The Oakland ARTCC scope covers approximately nine acres including 5.0 acres of asphalt parking and driveways, 0.4 acres of concrete sidewalks and pads, 2.5 acres of lawn and landscaped areas, and 0.5 acres of fencing and cul-de-sac. Work at both sites is performed Monday through Friday, 7:00 AM to 3:30 PM, with no holiday work permitted. Services include grass cutting to 2–3 inches, edging, tree and shrub pruning, fertilization at least four times annually, weed abatement using approved herbicides, cleanup, sprinkler maintenance and repair, and catch basin maintenance. The contractor must provide on-site supervision from a directly employed supervisor (non-subcontractable) and comply with all federal, state, and local environmental laws. All contractor employees require FAA security clearance and background investigation per FAA Order 1600.1F.
The incumbent contractors are PJ McNamara Inc. (697DCK-21-C-00305) and GLC Services (697DCK-25-P-00121), with estimated annual contract value of $100,000 to $117,000 over five years. Evaluation uses lowest-priced, technically acceptable offer (LPTA) methodology. Offerors must demonstrate three similar grounds maintenance contracts completed within the past five years and provide three customer satisfaction surveys from third-party references. Required insurance includes $500,000 combined general liability, $200,000 bodily injury, $100,000 property damage auto liability, $100,000 workers' compensation, and $1,000,000 umbrella coverage. Service Contract Act prevailing wage rates apply: Wage Determination 2015-5631 (El Dorado, Placer, Sacramento, Yolo counties) and 2015-5623 (Alameda, Contra Costa counties). Amendment 0001, issued August 27, redesignated the contracting officer from Joshua L. Haker to Anna F. Glover and incorporated Questions and Responses clarifying that the prime contractor must hold applicable state licensure for herbicide and vegetation control work; past experience may be satisfied using qualifying contracts performed by proposed first-tier landscaping subcontractors; and no E-Verify requirement applies. Optional site visits are available August 18–19, 2026; attendance confirmation must be submitted by August 17 at 4:00 PM ET to Anna.F.Glover@faa.gov.
