About this file
This is Amendment 0001 to a Federal Acquisition Regulation (FAR) solicitation for grounds maintenance services at the Northern California TRACON and Oakland ARTCC facilities. The amendment, issued by the Federal Aviation Administration (FAA), AAQ-500 Regional Acquisitions office in College Park, Georgia, is effective August 6, 2026, and incorporates a Questions and Responses document into the solicitation along with attachments. The amendment also reflects a contracting officer change from Joshua L. Haker to Anna F. Glover. The solicitation number is 697DCK-26-R-00332, and the contract ID code is 0001.
The Questions and Responses section addresses eight clarifications regarding the solicitation. Incumbent contractors are PJ McNamara Inc. and GLC Services under contract numbers 697DCK-21-C-00305 and 697DCK-26-P-00045, with an estimated annual cost range of $100,000 to $117,000 for the five-year contract period. Key clarifications include: the prime contractor must hold applicable state licensing for herbicide/vegetation control work; past experience requirements may be satisfied using qualifying contracts performed by proposed first-tier landscaping subcontractors; customer satisfaction surveys may be submitted by customers associated with the subcontractor's qualifying contracts; boundary maps outlined in yellow are provided as attachments; no E-Verify requirement applies to the solicitation; and the prime contractor must maintain and submit a separate Certificate of Liability Insurance in its own name, independent of subcontractor coverage. The proposal due date will not be extended, and offerors should monitor SAM.gov for updates or additional amendments.

Grounds Maintenance at NCT and ZOA in Northern California
1. Could you please let me know if there is an incumbent for this opportunity? If so, what is the current contract number, the contract value, and the name of the company?
The contract numbers are 697DCK -21-C-00305 and 697DCK-26-P-00045.
The estimated total cost for the 5 year contract range is between $100,000 to $117,000.00 annually. Detailed cost information will not be released. The company names are PJ McNamara Inc. and GLC Services.
2. Additionally, would it be possible to extend the due date?
At this time, the proposal due date will not be extended. Please continue to monitor SAM.gov for updates and/or Amendments to the solicitation.
3. I am writing to request clarification regarding the following requirement in the Statement of Work (SOW) under the “Herbicides” section: “The Contractor shall be licensed by the applicable State agency to provide vegetation control in the categories specified in this contract. All work shall be under the superintendence of a certified, responsible individual, and in accordance with Federal, State, local, and activity laws and requirements.”
Could you please clarify whether this licensing requirement may be satisfied through a qualified and properly licensed subcontractor who will perform the herbicide/vegetation control work, or whether the prime contractor itself is required to hold the applicable State license?
In accordance with the SOW the Contractor shall be licensed.
4. May the prime contractor satisfy the Past Experience requirement using relevant contracts performed by its proposed first-tier landscaping subcontractor, provided that subcontractor will perform the corresponding grounds-maintenance work under the resulting FAA contract? Yes
5. If so, may the required Customer Satisfaction Surveys also be submitted by customers/references associated with that proposed subcontractor's qualifying contracts? Yes
6. Are boundary maps or drawings available for the Northern California TRACON and Oakland ARTCC grounds-maintenance areas?
Attachments are included with the amendment. Boundaries are outlined in yellow.
7. Does this solicitation impose an E-Verify requirement? We identified the FAA personnel suitability and access requirements in clauses 3.14-2 and 3.14-4, but did not locate an express E-Verify requirement. Please confirm.
No the solicitation does not include an E-Verify requirement.
8. If the subcontractor maintains insurance meeting or exceeding all coverage limits required by SA15 and the applicable AMS clauses, may the subcontractor's Certificate of Liability Insurance be submitted to satisfy the proposal requirement in SA18, provided the prime contractor is appropriately covered/named where required? Or must the offeror/prime contractor maintain and submit a separate Certificate of Liability Insurance in its own name?
The prime contractor must maintain and submit a separate Certificate of Liability Insurance.
