About this opportunity

The Department of Agriculture Agricultural Research Service seeks replacement of a greenhouse roof and photoperiod rails at its Sugarcane Research Site, with proposals due May 14, 2026. This is a total small business set-aside under NAICS 236220 (Commercial and Institutional Building Construction).

Place of performance is Schriever, Louisiana (501 Bull Run Road). A mandatory site visit was held April 23, 2026. The contract carries a 10-month period of performance split into two phases: roof replacement begins immediately following Notice to Proceed; rail replacement cannot commence until December 1, 2026, to accommodate the sugarcane growing season. Work must complete within 285 calendar days.

Roof scope requires removal of existing Thermolite panels and installation of 16mm twin wall or triple wall polycarbonate glazing panels (American-manufactured, with 10-year light transmission warranty), cleaning of metal frames, replacement of ridge and eave vent panels, and removal and replacement of three damaged south-side driveshafts. A mandatory systematic water leak test witnessed by government personnel is required. Rail scope involves removal of six pairs of existing steel rails (two pairs extending into the greenhouse) and replacement with fiberglass-reinforced plastic (FRP) trough and hollow rail assemblies filled with 9,000 PSI epoxy grout. FRP rails are mandatory due to corrosion from fertilizer spray; stainless steel alternates are not acceptable. Both scopes require Davis-Bacon wages per General Decision LA20250046 (posted May 11, 2026). Contractors must submit SF 1442, SF 24 bid bond (minimum 20 percent of proposed price, not to exceed $3 million), and documentation of at least two recent greenhouse renovation projects completed within the past five years. A single individual may serve as Superintendent, Quality Control Manager, and SSHO, provided they remain on-site during work; fall protection work at heights 15 feet or greater requires a second qualified SSHO. Award uses Lowest Priced Technically Acceptable (LPTA) methodology. Performance bonds are due within 10 calendar days after award. RFI deadline was April 29, 2026. Amendment 04 was issued May 12, 2026 providing additional RFI responses.
