RFI Responses for 1232SA26Q0438 Greenhouse Roof Replacement
1. Can USDA provide the Basis of Design (BOD) for the Fiberglass Rails? Response: When conducting market research BOD utilized LP Liberty Pultrusions in West Mifflin, PA. Phone: 412-466-8611. David Griffith, President. Reference quote No. 120925-JMF. Specifications from the quote were provided in the bid documents.
1. Will USDA accept alternate rails materials aka Stainless Steel in lieu of Fiberglass? Response: No. The fertilizer used on the sugarcane carts is highly corrosive to all types of steel.
1. The lead time on roof panels is 6 weeks, can the POP be adjusted to accommodate the lead time constraints for POP? Response: POP will be adjusted to accommodate lead time for materials.
1. Can USDA confirm that warranty requirements on acrylic panels are for materials only. Response: Warranty is one (1) year after installation (installer) and whatever the manufacturer warranty is on materials.
1. Please advise if a single individual can fulfill the roles of Superintendent, Quality Control Manager, and SSHO for this project. Response: Yes. As long as the one person meets all requirements for the three positions in the bid documents. The one person must be on site at all times when work is being conducted. EXCEPTION: The roof work is being done at height with fall risk. Any time that any workers are working 15 feet or higher above the ground or Crossing Greenhouse floor we require a second qualified SSHO at the site so both SSHO’s are monitoring the work and ensuring the safety program is implemented and administered in compliance with the contractor’s accepted Accident Prevention Plan (APP).
1. Per the SOW "Some of the ridge vents on the south side of the roof are damaged (bent) and not operating properly." During the site visit we were able to physically see two (2) conditions of "bent" ridge vent framing from the ground. Is that the extend of the damage? Is there a roof survey or report that was performed to confirm the full extent of the damaged (bent) roof framing members that can be shared? Response: There was no survey done. Include in the scope to adjust and straighten as much as possible to allow 12 bent ridge frames to close properly (this includes the two that can be seen from the ground). During the work note any other damaged or bent ridge vents that don’t close properly on the south or north sides and provide a report to the Contract Officer, with photos and locations, describing any other frames needing work. Additional work will be corrected under a future contract.
